JOB SUMMARY:

The purpose of this position is to serve as an Intelligence Research Specialist in the Office of Illicit Finance (OIF) in the Office of Intelligence and Analysis (OIA). OIA provides intelligence and research support to senior Treasury officials concerning threats to the national security, foreign policy, or economy of the United States that can be impacted by Treasury authorities and actions. OIF's primary mission is to provide expert analysis and policymaker support on illicit financial networks tied to international organized crime, drug trafficking, high-level state corruption and emerging technology issues.

Pursuant to 50 USC § 3024 (v), and with concurrence and consultation with the Director of National Intelligence and the Director of the Office of Personnel Management, this position is being established in the excepted service as an element of the intelligence community within the Department of the Treasury.

    Specialized experience: For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes:
    • Applying research, analytical, and methodological techniques to examine and assess all-source intelligence, with emphasis on evaluating transactional and other financial data; AND
    • Providing oral briefings and written intelligence analysis and production on topics related to economics, banking, and threat finance; AND
    • Assisting in analyzing and evaluating information from sources related to illicit finance and transnational organized crime.
    Specialized experience: For the GS-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes:
    • Providing oral briefings and written intelligence analysis and production on topics related to economics, banking, or threat finance; AND
    • Assisting in analyzing and evaluating information from sources related to illicit finance and transnational organized crime.
    OR
    You may substitute education for general or specialized experience as follows: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.

    OR

    You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions.

    Specialized experience: For the GS-09, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes:
    • Using analytical methods to provide intelligence analysis and production on topics related to economics, banking or threat finance; AND
    • Assisting in analyzing and evaluating information from sources related to illicit finance or transnational organized crime.
    OR
    You may substitute education for general or specialized experience as follows: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.
    OR
    You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions.

    CONDITIONS OF EMPLOYMENT:
    - A one year trial period may be required.
    - Must have, or be able to obtain and maintain, a Top Secret security clearance based on a Single Scope Background Investigation (SSBI). - Must be eligible for Sensitive Compartmented Information (SCI) access.
    - Must successfully complete a background investigation.
    - Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
    - If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so.

However, preference-eligibles do not "float" to the top of the list of referred candidates nor have extra points added to any numerical score, and selection of a non-preference-eligible does not require "passover" procedures.
