Job Title: DESIGN ENGINEER- STREET LIGHTS Closing Date/Time: Continuous Salary: $55,660.80 - $110,614.40 Annually
Job Type: Full-Time Location: 2100 Clarendon Blvd., Arlington *METRO-accessible*, Virginia       Arlington County's Department of Environmental Services (DES) is seeking a Streetlight Design Engineer to be part of the Intelligent Transportation System (ITS) unit within the Transportation Engineering & Operations (TE&O) Bureau. The ITS unit is responsible for design, construction, inspection, maintenance and operation of County ITS, traffic signals, and streetlights programs, which have a portfolio of 30-40 capital projects with an approximate budget of nearly $30M at any given time.

Duties include:
  • Serving as the point of contact to County staff for review of streetlight plans and communicating County policies and streetlight program requirements to residents and citizen groups;
  • Researching new LED technology and conducting cost benefit analysis for the Streetlight Management Plan (SMP);
  • Developing standards and policy guidelines for the Streetlight Capital Improvement Project (CIP);
  • Coordinating costs and plans for County contracts with streetlight vendors;
  • Providing design support for the Bureau's and ITS' teams strategic planning efforts;
  • Coordinating with VDOT/NVTA regarding upcoming funding opportunities for streetlight projects;
  • Making presentations on capital projects and programs to the County Board and community groups; and
  • Working directly with professional engineers, County budget professionals, outside consulting firms and other jurisdictions on streetlight related projects.

The ITS unit primarily manages the County's Signal system and Streetlight system and is responsible for maintaining 296 traffic signals along with growing ITS infrastructure and approximately 7,350 streetlights. The unit also tracks and reports outages for 11,300 Dominion Virginia Power (DVP) streetlights.

The ideal candidate will have excellent communication skills with experience communicating technical language to other DES staff, the County Manager's Office, County Board members, civic leaders and residents with experience producing presentations, technical reports, master plans, Request for Proposals, and compliance reports.
 Selection Criteria: Minimums: (Project Engineer/Journey level):A Bachelor's degree in Engineering plus two years of professional civil engineering experience performing streetlight design and/or utility operations.

Minimums: (Senior Engineer/Senior Level): A Bachelor's degree in Engineering plus significant progressively responsible civil engineering experience performing streetlight design and/or utility operations.

Substitution: Experience may not be substituted for the Engineering Degree requirement. A Master's Degree in Civil Engineering may be substituted for one year of Engineering experience.

Desirables: Preference may be given to candidates with one or more of the following:
  • Possession of a Professional Engineer license;
  • Master's degree in Civil Engineering or related field;
  • Experience managing and coordinating capital improvements for utilities or agency streetlights;
  • Experience conducting streetlight design and developing voltage drop calculations;
  • Experience using Autodesk, Microstation, or AGI 32, software to develop streetlight design plans; and/or
  • Experience using an asset management software such as Cartegraph or similar while performing field work.

 Special Requirements: Applicant must possess, or have the ability to obtain, a valid motor vehicle operator's license from the applicant's state of residence at the time of appointment. The applicant must authorize Arlington County to obtain, or the applicant must provide a copy of the applicant's official state/district driving record. Any offer of employment will be contingent upon a favorable review of the applicant's driving record.
 Additional Information: Work hours are 8:00 a.m. to 5:00 p.m., Monday through Friday with infrequent required overtime for meetings (some off-site) Must be available for call-back in emergency situations.

Note: Employees who are registered as a Professional Engineer will be eligible for an additional pay premium of $2,600 annually.
