Job Title: COMMUNITY RECREATION DIVISION CHIEF Closing Date/Time: Continuous Salary: $98,155.20 - $184,246.40 Annually
Job Type: Full-Time Location: PRCR - County Wide Services 300 N. Park Drive, Arlington, Virginia       Arlington County Government is seeking a dynamic and creative senior manager to serve as the Division Chief of Community Recreation within the Department of Parks and Recreation (DPR). The Chief is responsible for providing leadership, guidance, direction and coordination for community recreation programs for all ages and abilities, including therapeutic recreation services, arts, wellness, preschool, elementary and teen year-round and summer programs, and senior centers. The Chief ensures that the Community Recreation Division operates efficiently and effectively in its day-to-day business and strategically plans for future trends in community based recreation programs and services. The major focus of this position is overseeing the management of the County's recreation programs by introducing innovative management strategies and ensuring resources are effectively managed.

The Chief will establish and cultivate effective relationships with other divisions within DPR, other County departments, Arlington Public Schools, community and regional organizations, and interested stakeholders. The goal of these relationships is to ensure the delivery of recreational programs for all ages and abilities, facilitating support services to ensure the community's ease of participation in DPR's programs and access to facilities, and implementation of related departmental plans and policies. Reporting directly to the DPR Director, this member is part of the department's Executive Leadership Team.

Specific responsibilities include:
  • Directing, managing and providing leadership to a multi-disciplinary team of 50 full-time and 250 + part time recreation professionals and seasonal employees;
  • Providing direction and oversight of the development and implementation of recreation programs for all ages and abilities including therapeutic recreation services, arts, wellness, preschool, elementary, and teen year-round and summer programs, and senior centers;
  • Providing oversight and management of the division's business and financial systems including an operating budget of $8.4 M and revenue of $2 M;
  • Serving as an advocate for recreational resources and facility development, and identifying opportunities and partnerships to enhance, manage, and develop recreation program initiatives.
The DPR is one of the largest departments in the County, providing expansive services to people who live, work and visit the County. The department has an annual operating budget of over $40 million, a ten-year capital budget of $257 million, over 250 permanent employees, 500 temporary employees, 200 contractors, and more than 10,000 community volunteers. The department is one of about 100 Parks and Recreation agencies nationwide that is nationally accredited by the CAPRA (Commission for Accreditation of Park and Recreation Agencies) and continues to provide a full range of programs for our community, offering public parks and community centers to meet the needs of all our constituents. Our facilities range from parks, sports fields, nature and community centers to spray grounds, playgrounds and a skate park. We are stewards of the County's natural resources and provide recreational programs and services for people of all ages, abilities and interests.
 Selection Criteria: Minimum: The successful candidate will have a combination of education and experience equivalent to a Bachelor's degree in a related area and substantial management experience with a government park and recreation organization or similar agency serving an urban, multi-cultural population.

Desirable: CPRP or CPRE certification and/or a Master's degree.

The ideal candidate will be an innovative and strategic thinker who can see the big picture, while simultaneously managing many issues and projects on a day-to-day basis using strong skills in recreation program management and planning. The ideal candidate will have a record of achievement that demonstrates experience in:
  • Setting high performing operation standards and identifying business solutions in the management of recreation services ensuring quality experiences through well-managed programs, spaces and places;
  • Developing customized approaches for community based recreation programs for tots, elementary, teen, senior adult and special populations including arts, wellness, and therapeutic recreation programming;
  • Managing resources for recreation programs while being responsive to the demands of competing needs and interests, often when demands exceed the availability of popular facilities and programs;
  • Applying and interpreting laws, ordinances and regulations governing recreation program, facility and park use;
  • Preparing, administering and managing annual budgets and long-range financial planning experience;
  • Developing and maintaining appropriate records systems and preparing accurate reports from assembled data.

Starting salary will depend upon the qualifications and experience of the candidate selected and is negotiable up to $184,246.40. This position is in the Arlington County Government's Senior Management Accountability Program (SMAP), in which Senior Program Managers are evaluated and compensated based on a performance agreement linked to the County's Management plan, and results achieved, among other criteria.
