The successful candidate will be a key part of the Department of Community Planning, Housing and Development's Zoning Enforcement Team and will collaborate on matters of organizational development, recruitment, and interdepartmental initiatives.  The position requires the ability to motivate and support a professional staff that is transitioning to  primarily remote work; guide and manage program workflow and products within critical timelines; facilitate process improvements; think strategically about operational and programmatic issues; communicate ideas clearly, concisely and effectively; negotiate sensitive issues; analyze conflicts and facilitate resolutions; and coordinate with the Current Planning section, Inspection Services, the Department of Environmental Services, the Police and Fire Departments, and the Department of Human Services providing technical assistance and guidance on difficult cases zoning enforcement cases.

Specific responsibilities include:

  • Developing and providing training, and schedules to all inspectors;
  • Providing performance feedback to each inspector;
  • Conducting quality control assessments and managing the team's caseload;
  • Ensuring proper implementation of new procedures;
  • Recommending changes to ordinances based on knowledge of the community, enforcement problems, and conflicts with codes; and
  • Conducting weekly staff meetings.
  • Providing information on property-related codes and ordinances to citizens and other County agencies; and
  • Performing a range of inspection duties in areas that include parking, landscaping, signage, building materials, lighting, and occupancy.
  • Preparing monthly reports, review of notices and summons;
  • Servicing special inspection projects and initiatives;
  • Responding to requests from the County Board and County Manager; and
  • Attending civic association and community group meetings.

 Selection Criteria: Minimums: High School diploma or equivalent plus extensive experience in the following:
  • Building construction;
  • Building or housing inspections;
  • Investigating violations in zoning, care of premises, and noise control;
  • Zoning or property maintenance work; and/or
  • Resolving complex and sensitive zoning, building, or property related inspections (i.e. vacate units, grant noise exemptions, or court cases).
Substitution: Additional qualifying experience may be substituted for up to two years of the educational requirement. An Associate's degree from a recognized community college or equivalent, or additional experience in management or supervision may be substituted for up to one year of experience.
Desirable: Preference will be given to candidates with the following experience:
  • Coordinating the work of others;
  • Planning, administering, and/or evaluating projects;
  • Virginia Association of Zoning Officials (VAZO) certification as a Certified Zoning Official or Virginia certification as a Building Maintenance Inspector (or possess related International Code Council (ICC) certifications and ability to obtain Virginia certification);
  • College-level coursework in architecture, construction management, building systems, engineering, or closely related field;
  •  Reading and interpreting construction drawings, including architectural drawings and engineering drawings.

  •  Special Requirements: International Code Council (ICC) certification or Zoning Certification within 12 months of employment is required.

    The applicant must also possess, or obtain by the time of appointment, a valid motor vehicle operator's license from the applicant's place of residence. If the applicant possesses or acquires a license, the applicant must authorize Arlington County to obtain, or the applicant must provide a copy of the applicant's official state/district driving record. Any offer of employment may be contingent upon a favorable review of the applicant's driving record.

    This position requires occasional overtime work in the evenings to attend community/civic association meetings.

     Additional Information: Hours of work: Monday through Friday, from 8:00 a.m. - 5:00 p.m.
