PROGRAM DESCRIPTION Contracts and Acquisitions (C&A) provides contracts and legal services in support of strategic agreements with third parties to include: materials transfer, cooperative research and development, technical services, collaboration intellectual property, etc. including agreements associated with clinical trials and extramural collaborators for Frederick National Lab for Cancer Research (FNLCR) and associated support to NIAID, other governmental agencies engaged in the research and fight against Cancer, AIDS, Ebola, Zika, etc. KEY ROLES/RESPONSIBILITIES - Senior Technology Transfer Manager THIS POSITION IS CONTINGENT UPON FUNDING APPROVAL Provide oversight and assistance in the management of the intellectual property activities within LBR, including working with outside counsel as appropriate to ensure timely filing of applications and responses to office actions May coordinate intellectual property management with third party collaborators Ensures the adequacy of documentation necessary for patent filing Advises staff on issues related to intellectual property, including patent prosecution, copyrights, and publications. Manages copyright licensing process Assists in overseeing the drafting, review and/or negotiation of technology transfer and strategic agreements, resolving legal issues and ensuring contract compliance Works with internal acquisition staff to resolve intellectual property issues and advises on additional terms and conditions necessary to comply with Federal Acquisition Regulations (FAR) Oversees and directs the patent and/or intellectual property function within an organization, including outside counsel, internal patent agents and patent attorneys as appropriate Responsibilities may include overseeing the preparation, processing and filing of: patent applications, trade secrets, trademarks, copyrights, licensing and research agreements, publications and intellectual property aspects of contracts and agreements Advises and informs senior management of patent matters Ensures that legal issues and recommendations are communicated on a timely basis to clients Other related duties as assigned BASIC QUALIFICATIONS To be considered for this position, you must minimally meet the knowledge, skills, and abilities listed below: Possession of a Master's degree from an accredited college or university according to the Council for Higher Education Accreditation. Preferably in science or business related. (Additional qualifying experience may be substituted for the required education). Foreign degrees must be evaluated for US equivalency Minimum of eight plus (8+) years of prior relevant experience in technology transfer, licensing and/or intellectual property. Four plus (4+) years of experience supervising or leading teams or projects Knowledge and senior level understanding of legal transactional agreements required for technology transfer including but not limited to material transfer agreements, confidentiality agreement, licenses and collaborative agreements. Knowledge of federal contracts and/or government contracting, with emphasis on intellectual property and data rights. Must be able to obtain and maintain a security clearance PREFERRED QUALIFICATIONS Candidates with these desired skills will be given preferential consideration: Master's Degree in scientific discipline or a law degree is highly desirable Prior experience in a university, national laboratory or non-profit technology transfer office Expected Competencies Ability to draft, review and/or negotiate with third parties' terms and conditions of legal transactional agreements Ability to communicate effectively with staff and senior level managers within Leidos Biomedical Ability to understand and interpret regulations and regulatory requirements
