Associate Contract Manager

JOB SUMMARY: Serves as Associate Contract Manager with responsibility for contract management and administration for SourceAmerica as Prime contracts overseeing subcontractors (eg, participating nonprofit agencies [NPAs] under the AbilityOne Program, NPAs affiliated with SourceAmerica, or commercial subcontractors). Facilitates and participates in contract problem solving and supports SourceAmerica acquisition policy development. Reviews proposed contract/project actions for conformance with Federal Acquisition Regulation, Civilian and Department of Defense agency implementation guidance and unique AbilityOne Program requirements, if applicable. ESSENTIAL FUNCTIONS: Assists in the administration of SourceAmerica Prime contracts primarily through post award/performance activities. Monitors contracts to ensure contract deliverables are met. Maintains contract files in accordance with regulations and policy. Evaluates contracts/solicitations as type of contract, terms, conditions, deliverables and consistency with AbilityOne Program, Federal rules, regulations and policy. Monitors contracts to ensure contract deliverables and timelines are met. Analyzes products costs, direct labor hours, overhead rates, proposed bills of material and equipment, and estimated profits for purposes of determining price reasonableness and establishing target negotiations objectives. Participates in negotiation conferences with the SourceAmerica staff, subcontractor and government personnel, as required. Maintains contract files in accordance with regulations and policy. Ensures integrity of contract, customer, and vendor data retained in systems. Compiles, tracks and trends Prime and subcontract data for compliance, quality initiatives, and process improvement. Works closely with Federal and commercial customers to resolve contract related matters. Supports and participates in vendor solicitation and selection as assigned. Analyzes and tracks modification requests, issuing sub-contract mods and financial tracking of mods. Evaluates subcontractor compliance and Prime contract deliverables. Oversight and monitoring of compliance with contract clauses, terms and conditions, price and deliverable acceptability. Provides problem solving support as related to Prime and sub contract administration in collaboration with the Contract Management team. Participates on cross organizational workgroups supporting contract strategic planning, continuous improvement, education, and training. Assists team members with administrative tasks. Cooperate fully with meeting the requirements of the Cooperative Agreement. Perform additional duties and participate in special projects as assigned.
