THIS IS AN EXPEDITED HIRING AUTHORITY ANNOUNCEMENT.  The Duncan Hunter National Defense Authorization Act (NDAA) FY2009 provides that the Secretary of Defense can designate acquisition positions as shortage positions and recruit and appoint highly qualified persons to these positions.  This announcement is open to accept resumes from candidates interested in helping the Department of the Navy meet our mission requirements for the acquisition of systems, equipment and facilities.

These positions are being filled under Expedited Hiring Authority (EHA) for acquisition positions located at Department of Navy installations identified in this public notice.  Positions may be filled as permanent with a full-time work schedule.  Pay will vary by geographic location.

This position serves as the Principle Assistant Program Manager - Information Technology (PAPM-IT) for Acquisition and Commonality Directorate (SEA 06), Naval Sea Systems Command (NAVSEA), located at the Washington Navy Yard, Washington, DC. This position is in the Logistics Department (SEA 06L) of the Acquisition and Commonality Directorate (SEA 06), Naval Sea Systems Command, and reports to the Deputy Director of Logistics.

This position is in the Acquisition Demonstration project, salary range shown is equivalent to the GS-14 and GS-15. However the salary range for this position is capped at GS-15 step 5, currently equivalent to $149,377.

    This position is subject to the requirements of DoD Manual 8570.01, requiring membership in the Department of Navy Information Assurance Workforce (IAWF) at IAM Level III certification AND an Information Assurance System Architect Engineer IASAE Level III certification.     Selectee must obtain and maintain a current DoD Directive-8570.01 Information Assurance Workforce (IAWF) IAM Certification Level III AND IASAE Certification Level III within 6 months of entry on duty.

    This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA) and requires additional education, training and experience.
