JOB SUMMARY:

Serves as the senior analyst at the GG-14 grade level is is responsible for performing in-depth research on Foreign Underwater Reconnaissance Programs (FURP). This position is located at the Office of Naval Intelligence (ONI), Naval Undersea Research and Threat Analysis Center , Suitland, MD.

    Selectee must complete a Special Background investigation and receive a favorable adjudication by a determining authority. A Top Secret security clearance is a requirement of this position and access to Sensitive Compartmented Information (SCI). Failure to obtain and maintain this required level of clearance may result in the withdrawal of a position offer or removal.     Successful completion of a pre-employment drug test is required. A tentative offer of employment will be rescinded if the applicant fails to report to the scheduled drug test appointment.     All Defense Intelligence positions under the Defense Civilian Intelligence Personnel System (DCIPS) are in the excepted service by specific statute, 10 U.S.C. 1601. This position is in the excepted service. Non-DCIPS applicants selected for a DCIPS position must acknowledge in writing, prior to actual appointment to the DCIPS position, that the position for which he or she has been selected is in the excepted service and covered by DCIPS. Federal employees currently serving in the competitive service must also acknowledge that they will voluntarily leave the competitive service by accepting an offer of employment for a DCIPS position. This acknowledgement is necessary as movement between the excepted service and competitive service may be limited if the employee does not possess competitive status.

    DCIPS requires that all new employees successfully complete a two-year trial period if not previously completed in a prior DCIPS appointment.

    Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

    Must have Special Access Program (SAP) and Controlled Access Program (CAP) eligibility.

    Your resume must demonstrate at least one year of specialized experience at or equivalent to the GG/GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Leading efforts to provide support to sensitive Maritime Operations; identifying gaps, specify collection requirement to fill gaps and develop methodologies to eliminate gaps; writing technical assessments to present briefs to officers, executives and foreign officials.
