JOB SUMMARY:

This position is part of the WHS Facilities Services Directorate. As a General Engineer, this position is located in: WHS Facilities Services Directorate. As a General Engineer, this position is located in: Washington Headquarters Services (WHS), Facilities Services Directorate (FSD), Assistant Director of Engineering & Construction Management (ECM) Project Controls Division (PCD). The FSD Directorate is responsible for the management (including establishing policies, standards and procedures), administration and operation of facilities and services used by the Department of Defense (DoD) in the National Capital Region (NCR). This General Engineer position serves as an engineer advising the ECM Directors on project intake and approval, and takes the lead in coordinating among stakeholders to ensure the proper subject matter experts are consulted to produce project requirements packages that will deliver executable projects that meet the customers' needs. These projects are funded by the DoD Headquarters Military Construction (MILCON) Program and WHS working capital funds. Projects occur at WHS-managed facilities in the NCR with the primary focus being the Pentagon Reservation and the Raven Rock Mountain Complex (RRMC) located in Pennsylvania.

    You may qualify at the GS-13 level, if you fulfill the following qualification requirement:

    One year of specialized experience equivalent to the GS-12 grade level in the Federal service. Specialized experience is defined as:
    application of advance engineering concepts, principles, practices, methods and techniques to provide expert judgement concerning program operations; coordinate and direct a myriad of design, planning, accounting and operational initiatives related to engineering; cost estimation, budgetary planning and justification, building life cycle costs and design change orders and performance standards.

    You may qualify at the GS-12 level, if you fulfill the following qualification requirement:

    One year of specialized experience equivalent to the GS-11 grade level in the Federal service. Specialized experience is defined as:
    application of engineering concepts, principles, practices, methods and techniques to provide expert judgement concerning program operations; cost estimation and budgetary planning.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    PPP PILOT: The Washington Headquarters Service is currently operating under an approved reengineered Priority Placement Program (PPP) pilot for all positions in its serviced workforce.
