The Department of Defense, Chief Information Officer (DoD CIO) is the Principal Staff Assistant (PSA) and advisor to the Secretary and Deputy Secretary of Defense for information technology (IT), including national security systems (NSS), information resources management (IRM) matters. The DoD CIO is responsible for all matters relating to information and the DoD information environment including command and control (C2), communications, radio frequency spectrum, network operations, information systems, cybersecurity, and positioning, navigation, and timing (PNT).
The Office of the Secretary of Defense (OSD) is the principal staff element of the Secretary of Defense in the exercise of policy development, planning, resource management, fiscal, and program evaluation responsibilities. OSD includes the immediate offices of the Secretary and Deputy Secretary of Defense, Under Secretaries of Defense, Director of Defense Research and Engineering, Assistant Secretaries of Defense, General Counsel, Director of Operational Test and Evaluation, Assistants to the Secretary of Defense, Director of Administration and Management, and such other staff offices as the Secretary establishes to assist in carrying out assigned responsibilities.

One year of specialized experience equivalent to the GS-14 grade level in the Federal service that demonstrates your ability to manage and analyze all aspects related financial resources that support business technology systems to identify solutions for business information infrastructure. Experience may include, but is not limited to: the planning, budget formulation, and execution of funds; annual budget reviews, analyzing budget request data; developing, coordinating and editing narratives statements for Congressional testimony; developing improvement goals and objectives for process improvements.
You may qualify at the GS-14 level, if you fulfill the following qualification requirement:
One year of specialized experience equivalent to the GS-13 grade level in the Federal service that demonstrates your ability to analyze the management of financial resources that support business technology systems to identify solutions for business information infrastructure. Experience may include, but is not limited to: making recommendations on programming actions needed to meet funding requirements; reviews budget request data for submission; provides guidance, assistance or direction to other staff or organizational components (or equivalent).
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
CONDITIONS OF EMPLOYMENT:
- This position requires you to obtain and maintain a Top Secret/Sensitive Compartment Information (TS/SCI) security clearance.
- This position is designated as a Testing Designated Position (TDP) under the civilian drug testing program. As a mandatory requirement for employment in this TDP, the incumbent is to (a) refrain from the use of illegal drugs and (b) if required, submit to urinalysis testing. The selectee must sign statements acknowledging the position is identified as TDP.
- This position may require travel away from your normal duty station.
- This position is subject to emergency recall to duty during non-duty hours, the employee is required to be reachable by telephone at place of residence 24 hours a day.
