Full Time

Conducts detailed analysis of accounting transactions for information return reporting to ensure compliance with county policies and federal and state regulations, working with county agencies to resolve discrepancies. Provides accounting guidance and support and assists agencies with reviewing and analyzing accounting transactions. Prepares reconciliation and preliminary reports of 1099/1042 reportable activity in compliance with IRS requirements for information return reporting and county policies. Processes backup withholding and tax liens against vendor payments in compliance with federal and state law. Prepares draft responses to IRS inquiries. Reviews and approves vendor file changes in compliance with federal and state tax law. Serves as back-up supervisor to staff.

Illustrative Duties Monitors department's activities including review of general ledger accounts, expenditures and revenues to ensure financial transactions are being recorded in compliance with GAAP;Serves as a consultant to departments on accounting and financial reporting matters;Coordinates the review and filing of all 1099 reportable transactions;Participates in county's annual external financial statement audit. Required Knowledge Skills and Abilities

Knowledge of accounting theory, principles and practices;
General knowledge of the laws, ordinances and regulations governing municipal finance;
Ability to read and interpret various automated financial reports;
Ability to interpret automated financial reports and financial policies and procedures.

Any combination of education, experience, and training equivalent to graduation from an accredited four-year college or university with a bachelor's degree in accounting; or a bachelor's degree in business administration or related field that has been supplemented by at least 12 credit hours of intermediate level accounting or higher.

Acceptance of responsibility and taking initiative to ensure accomplishment of the core missions. Excellent communication skills with the ability to address a wide audience. Demonstrated experience processing and analyzing financial transactions. Experience interpreting and applying policies and regulations. Experience with automated financial systems and skilled use of databases and applications. Proficient in Microsoft Office Suite applications including Excel, Word, and Outlook.

Job is generally sedentary in nature, however, visual acuity is required to read data on computer monitor, incumbent must be able to operate keyboard driven equipment. Must communicate with others.
