This position serves as the Director, National Infrastructure Coordinating Center {NICC) and is located in the National Protection and Programs Directorate (NPPD) of the Department of Homeland Security (OHS). The National Infrastructure Coordinating Center (NICC) is the dedicated 24/7 coordination and information sharing operations center that maintains situational awareness of the nation's critical infrastructure for the federal government. When an incident or event affecting critical infrastructure occurs and requires coordination between the Department of Homeland Security and the owners and operators of our nation's infrastructure, the NICC serves as that information sharing hub to support the security and resilience of these vital assets. The NICC is part of the National Protection and Programs Directorate Office of Infrastructure Protection and the DHS National Operations Center.

    As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible leadership experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under Technical Qualifications and Executive Core Qualifications listed below. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the federal service or its equivalent in the private sector.

    Technical Qualification(s) - Mandatory

    TQ 1. Demonstrated ability leading a diverse organization under time sensitive situations in an
    operational environment where information is imperfect, not timely, and decisions are required
    on compressed timelines.

    TQ 2. Experience planning, coordinating, and leading infrastructure incident management/incident
    response drawing from broad knowledge of critical infrastructure policies, programs,
    regulations, and directives.

    TQ 3. Demonstrated visionary leadership, supervisory and organizational skills.

    Applicants currently serving under a career Senior Executive Service (SES) appointment, eligible for reinstatement into SES, or have successfully completed a SES Candidate Development Program (CDP) approved by OPM are not required to address the Executive/Managerial Qualifications (ECQs/EMs); but a narrative statement for each of the Professional/Technical Qualifications (PTQs) is recommended.

    Executive Core Qualifications

    ECQ 1 - LEADING CHANGE: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.

    ECQ 3 - RESULTS DRIVEN: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.

    ECQ 4 - BUSINESS ACUMEN: This core qualification involves the ability to manage human, financial, and information resources strategically.

    ECQ 5 - BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.
