In order to qualify, you must meet the education and/or experience requirements described below. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.
At least one (1) year of specialized experience at the next lower grade GS-13 or equivalent. An example of specialized experience requires knowledge of a wide range of qualitative and quantitative methods for assessment and improvement of critical plans and programs for participating in or conducting strategy initiatives for joint strategic planning decisions. The incumbent must have mastery of, and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the future operating environments and military capabilities. Must have knowledge of command structure, missions, and strategy, and organizational relationships, the sequence and timing of key events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. Must have skill in designing and conducting comprehensive studies and war games, and developing solutions to assigned portions or broad, important, and severe operational and contingency areas. The individual must have the ability to plan, organize, and develop studies or projects, making recommendations on substantive operating programs, and negotiate effectively with others to accept and implements recommendations, where the proposals involve substantial resources. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a wide range of qualitative and/or quantitative methods to participate in the development, assessment, and improvement of agency-wide plans, concepts, and war games.
2. Knowledge of goals, objectives, and capabilities; perspectives on the present and future international security environment, and methods of evaluating the effectiveness of war games.
3. Skill in designing and conducting comprehensive studies, and preparing solutions to resolve substantive problems and issues of strategy, concepts, and technology in future operating environments.
4. Ability to synthesize complex, and often competing, information and viewpoints to determine best course of action. Advocate recommendations across the Air Staff and to senior Air Force leaders.
5. Ability to plan, organize, and negotiate effectively with senior analysts and management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures.
6. Ability to communicate effectively both orally and in writing, negotiates complex issues, and maintains good working relationships.
