Job Title: CHILDREN'S SERVICES ACT/UTLIZATION REVIEW MANAGER Salary: $66,393.60 - $118,144.00 Annually

The Child and Family Services Division is hiring a Children's Services Act/Utilization Review Manager. The Children's Services Act (CSA) law enacted in 1993 establishes a single state pool of funds to purchase services for youth at risk of out of home placement and their families. This program manager monitors the CSA and related regulations, legislation, and requirements to ensure the County complies with Virginia's CSA through creating a collaborative and community-based system of care and funding which is child-centered and family focused. This employee will also supervise a team of two Utilization Review Coordinators and one CSA Coordinator.

Responsibilities include:
  • Develops a model utilization management plan and review process to evaluate service quality and effectiveness;
  • Conducts site-based utilization reviews and communicates with case managers, private providers, and the Community Policy Management (CPMT) and the Family Assessment and Planning teams;
  • Facilitates public/private coordination around service delivery;
  • Assesses the need for contract services, identifies gaps, and collaborates with the contracts team to establish new contracts and prepare RFIs/RFQs;
  • Hires, supervises, and trains professional clinic and program staff on current principals and standards of practice of utilization management, diagnosis, treatment coding, and reimbursement methodologies;
  • Develops and reports on performance measures;
  • Monitors referral patterns and makes recommendations to the CPMT on strategies to contain costs, improve access, ensure quality care, and verifies implementation of practice guidelines; and
  • Creates summary reports on utilization patterns, expenditures by area and revenue stream, demographics of service delivery, and trending of expenditures by program.

 Selection Criteria: Minimum: Master's degree in Social Work or similar clinical discipline which included a practicum prior to graduation PLUS considerable post-Master's degree experience providing professional clinical services which included the provision of diagnostic and treatment services to children and their families. This experience should include working in one of the program areas related to the CSA (e.g. foster care, mental health, special education, juvenile justice, local government, families).

Desirables: Preference may be given to candidates with one or more of the following:

  • Supervisory or program/project management experience in a human services environment;
  • Managing children's behavioral healthcare and/or child welfare services;
  • Monitoring quality assurance or performance measurement;
  • Proficiency in the use of Microsoft Outlook, Word, Power Point, and Excel software;
  • Creating budget reports to document and support financial decisions; and/or
  • Clinical licensure.

 Additional Information: Work Hours: Monday through Friday, 8:00 am to 5:00 pm.

The applicant must authorize Arlington County to obtain, or the applicant must provide a copy of the applicant's official state/district driving record.
