This is a Scientific and Professional (ST) position.
The Chief Medical Officer position is located in the Office of Associate Administrator for Policy and Program Development. This position is vital to the support of the mission of the Federal Motor Carrier Safety Administration (FMCSA). As FMCSA’s Chief Medical Officer, the candidate of this position will provide senior level advice on national medical certification/qualification regulations, standards and policies, National Registry of Certified Medical Examiners program, medical exemption programs (vision, diabetes, seizures, and hearing), the development of medical standards and guidance, and relevant research to support the medical program.

As a basic requirement for entry into the Senior Technical (ST) position, you must show in your resume evidence of progressively responsible Technical experience that is indicative of senior technical capability; and that is directly related to the skills and abilities outlined under the Technical Qualifications listed below.
TECHNICAL QUALIFICATIONS (TQs): Below are descriptions of the technical qualifications that must be clearly described in your resume. Your responses must explain how your experience supports each of the TQs.
- Professional expertise in occupational medicine or another specialty related to assessing the physical qualifications of workers in safety-sensitive and/or transportation –related occupations.
- Knowledge of, and experience in, the administration of federal, state or local regulatory and enforcement program pertaining to occupational safety and health and/or transportation safety.
- Strong written and oral communication/briefing skills, including the ability to conceptualize, organize and draw inferences from incomplete data, present a cogent and compelling analytic picture, and identify, articulate, and document gaps of knowledge.
- Ability to correlate medical disease and their symptoms, physical conditions, treatment regimes and medication usage to medical fitness for safe driving.
Specialized experience for this position is experience in advising and consulting with senior level executives on medical qualifications, regulations, policy and certification programs, and the ability to correlate medical documentation and medication usage to medical fitness for safe driving.
To demonstrate knowledge of the specialized experience described above, all applicants must address the technical qualifications identified above. Applicants must address technical requirements in a separate “narrative” that explains how their experience, education, training, awards, and/or self-development activities meet the competencies listed. The narrative must cover each of the technical qualifications listed. Please format your narrative so that each competency is addressed individually. Your narrative should include a succinct description of representative examples of work assignments and projects, level of responsibilities/contacts, and the results of your actions. Typically competencies and capabilities of this nature will have been gained at or above the GS-15 grade level or its equivalent in Federal service or with the state or local government, the private sector, or nongovernmental organizations, and these experience should clearly demonstrate your overall ability to assume the duties of this Senior Scientific/Professional position.
In addition to meeting the Basic Requirements listed above, ALL applicants must have (3) years of specialized experience in or closely related to occupational health programs. At least one year of this experience must have been in planning and executing difficult programs of national significance or planning or executing specialized programs that show outstanding attainments in the field of research or consultation. One year of this specialized experience must be equivalent to experience at the GS-15 grade level in the Federal service.
Graduate Training: Subsequent to obtaining a Doctor of Medicine or Doctor of Osteopathy degree, a candidate must have had at least 1 year of supervised experience providing direct service in a clinical setting, i.e., 1-year internship or the first year of residency program in an institution accredited for such training. This 1 year of supervised experience may be waived for research or an administrative position not directly involved in patient care. For purposes of this standard, graduate training programs include only those internship, residency, and fellowship programs that are approved by accrediting bodies recognized within the United States or Canada. Listings of accredited programs are published yearly in the Directory of Residency Training Programs and the Yearbook and Directory of Osteopathic Physicians.
Licensure: To be qualified for this position, candidates must have permanent, full, and unrestricted license to practice medicine in a State, District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. The Federal Motor Carrier Safety Administration will not waive the licensure requirement.
