The Department of Veterans Affairs requires employees in this position to file a financial disclosure report.

This recruitment is for one position with the Service Area office (SAO) East, network Contracting Office (NCO) 5 located in:  Perry Point MD, Baltimore MD, Linthicum MD, Washington DC, Martinsburg WV, Huntington WV, Clarksburg WV or Beckley WV. Duty locations are dependent upon space availability and supervisory approval. Vacancies can be filled at any of the duty locations listed.     Time-in-grade: Applicants must also meet time-in-grade requirements. For a GS-11 position, you must have served 52 weeks at the GS-09 level.  For a GS-12 position, you must have served 52 weeks at the GS-11 level.

    Basic Requirement:

    Must meet the basic requirement of a 4-year course of study leading to a bachelor's degree with a major in any field OR at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. [Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12. However, employees must meet specialized experience requirements when seeking another position].


    Specialized Experience:

    GS-11:  Applicants must have One year of specialized experience equivalent to at least the next lower grade (GS-09) in the normal line of progression for the occupation in the organization.  Examples of specialized experience would typically include, but are not limited to: Serves as suppliers' and vendors' primary point of contact for the NCO's business opportunities. Conducts small business program training for NCO clients in the VISN and healthcare systems. Develops and encourages opportunities for small business concerns within various socioeconomic programs.  Reviews procurement requests to determine whether the procurement can be performed by small business concerns, in accordance with statutory mandates. Develops, monitors, and maintains statistical data bases related to the acquisition process in response to initiatives established by the VA.


    3 full academic years of progressively higher level graduate education. OR-Ph.D. or equivalent doctoral degree. Applicants may substitute education for the experience required for the GS-11 level.


    Applicants may also combine education and experience to qualify at the GS-11 level.

    GS 12: Applicants must have One year of specialized experience equivalent to at least the next lower grade (GS-09) in the normal line of progression for the occupation in the organization.  Examples of specialized experience would typically include, but are not limited to: Maintains a current in-depth knowledge of Federal and VA acquisitions regulations, directives, information letters and GAO and/or OHRA cases. Provides technical expertise to contracting officers. Establish and maintain a robust Small Business Outreach program that allows for coordination and participation in Government-Industry conferences, regional, state and local small business events, and inter-agency small business activities. Responsible for the Contactor Performance Assessment Reporting System (CPARS), acting as Agency Point of Contact (APOC) for NCO. Represents the VA's small business program at Government-industry conferences, special meetings or other sessions on VA or Federal procurement management programs. 

    There is no educational substitution for the GS-12 level.

    You will be rated on the following competencies based on your application for this position:

    Competency 1 - Knowledge of and ability to interpret Federal procurement regulations, procedures, policies, contracting laws and familiarity with practices of business and industry.

    Competency 2 - Knowledge of a wide range  of contracting methods and procedures and contracts to identify contractual opportunities for small and disadvantaged businesses and to review procurement requirements and instruments to satisfy small business program objectives.

    Competency 3 - Ability to gather and compile data in order to validate information for reports and to perform statistical analysis for trend identification to develop and conduct comprehensive investigative studies for decision making purposes.

    Competency 4 - Skill in public speaking and publicity techniques sufficient to plan or conduct conference and/or training sessions.  This requires the ability to communicate both orally and in writing with individuals at all organizational levels within and outside the Veterans Administration.
