Printing Services Assistant (COTA)

AREA OF CONSIDERATION: SSA employees whose permanent OR temporary duty station is in the Washington, DC/Falls Church, VA Headquarters (including Springfield, VA Mega-Site, Alexandria, VA (Ford Avenue) and Arlington, VA) commuting area and employees filing under the SSA-4100 provision.
The SSA-4100 provision applies to employees whose permanent or temporary duty station is outside of the Washington, DC/Falls Church, VA Headquarters (including Springfield, VA Mega-Site, Alexandria, VA (Ford Avenue) and Arlington, VA) commuting area.
Employees who currently have an Availability for Assignment form (SSA-4100) on file will not be automatically considered for this position. Employees applying under the 4100 process must complete the electronic filing procedures listed in the How to Apply section.

Applicants will be rated using a 100-point scale and evaluated according to the following criteria:
- Experience Assessment*: 50 points
- Performance Appraisal: 35 points
- Awards: 10 points
- Career Achievements: 5 point
- Ability to perform administrative tasks. (Maximum 16 Points)
- Ability to communicate orally and in writing. (Maximum 17 Points)
- Skill in using software applications, such as Word, Excel, etc. (Maximum 17 Points)

FULL QUALIFICATIONS - At least 52 weeks of specialized experience at the GS-5 level, or equivalent, which is in or related to the work of the position to be filled and has equipped applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Such experience includes printing and publishing processes and equipment and facility production capabilities; Knowledge and skill to set up, monitor, adjust, and operate equipment and controls; skill in operating scanners and creating images or documents.
If you do not meet any of the full qualifications above, you may apply under this COTA announcement if you meet the following:
MODIFIED COTA QUALIFICATIONS - you must hold a permanent position at or above GS-06 or wage grade equivalent AND must have at least 52 weeks of experience performing general duties. *Qualifying duties must be at a level equivalent to GS-5 or above and include using computers and automated systems to complete work assignments, gather and organize information, and maintain records; filing and/or disseminating informational material; and communicating effectively, both orally and in writing. Such experience must be clearly described in your SSA-45.
Qualification requirements must be met by the closing date of this announcement.
This COTA position can only be filled by reassignment or change-to-lower-grade, so there are no time-in-grade requirements. Note that time-in-grade is a separate requirement from 52 weeks of specialized experience.
Employees who are changed-to-lower-grade into COTA positions will have their salaries set in accordance with SSA Salary Setting Policy (e.g., if your current salary exceeds the maximum salary listed, you will be entitled to pay retention at your current salary).
Position to be filled under the provisions of the SSA/AFGE Merit Promotion Plan. Additional selections may be made within 3 months of the date of the initial selection.

LOCALITY PAY: Salary will be set in accordance with locality pay provisions. Candidates currently receiving a higher locality pay than the office applied for are advised that should they be selected, they will lose entitlement to the higher locality pay.
OTHER NOTES: This position is a career ladder leading to GS-7.
This position is not eligible for telework.
Relocation expenses will not be paid.
Only 1 vacancy will be filled between SV-10051400 Printing Services Assistant and SV-10051759 Printing Services Assistant (COTA).
The work requires long periods of standing, frequent bending, stooping and walking during equipment setup, adjustment, operation and maintenance. The incumbent lifts, on a recurring basis, light to moderately heavy objects (under 50 pounds) such as boxes of paper, chemicals, and other equipment supplies.
The work is performed in a copier/duplicating production center. Moderate risks and/or discomforts occur from paper dust, machine noise, dry ink, glue, etc. Extra safety precautions are required when cleaning jams from the finishing unit and fuse (to avoid burns from extremely hot surfaces).
