National School Boards Association (NSBA) seeks an experienced individual to provide legal resources for the Council of School Attorneys (COSA) and work on every aspect of NSBA’s amicus program.


Responsibilities include but are not limited to:
Writes amicus curiae briefs in U.S. Supreme Court and lower court cases; selects and directs the work of outside amicus brief writers and edits their briefs.


Monitors the Supreme Court and federal circuit court dockets for potential cases; writes letters to NSBA’s executive committee recommending that amicus briefs be written in particular cases; and organizes moot court.

Responds to media inquiries from national news outlets about school law topics.

Informs the Council of School Attorneys’ network of 3,000 members about school law developments through writing and editing Inquiry & Analysis, Federal Regulations & Resources, and other COSA publications.

Answers member inquiries on school law topics; serving as a staff liaison for various COSA committees; planning, selecting speakers, and presenting in webinars; developing legal programming and networking activities with the state association counsel committee for its four annual meetings.

Speaks nationally to school attorney and school board audiences about school law topics, including the Supreme Court, federal regulatory developments, and trends affecting schools.

Monitors federal regulations affecting schools and writes comments to federal agencies with the input of committees of school attorneys.

Manages NSBA’s intern program including selecting and supervising interns.

Other duties as assigned.


Job Requirements:  Juris Doctor degree; license to practice law in a state or the District of Columbia; five years’ experience in school law or related area; experience in education policy or policy research; excellent oral and written communication skills.


Preferred: Experience in, executive branch, Congress, or federal agencies, i.e., U.S. Department of Education, Office of Civil Rights, OSERS; Proven policy-writing, regulatory & statutory interpretation & Federal Administrative Procedures Act work. Strong legal writing skills and ability to translate legal issues for lay and stakeholder audiences. Strong public speaking skills. Attention to detail and ability to apply legal editorial skills desirable. Federal appellate work a plus. Commitment to advancing the mission of public schools and their legal interests.
