FIRE Upgrade The Filing Information Returns Electronically (FIRE) is the Legacy front-end processing system for electronic information exchanges between the Internal Revenue Service (IRS) and external trading partners. The FIRE System is operational 24 hours a day, 7 days a week. The continued operations and technical maintenance of the FIRE system will include a steady state processing environment that provides for high availability, security, and disaster recovery. The Filing Information Returns Electronically (FIRE) is the front-end processing system for financial institutions and others to file Information Return Forms 1042-S, 1097, 1098, 1099, 3921, 3922, 5498, 8027, 8809, 8955-SSA and W-2G. FIRE accepts Form 4419 for approval to submit electronically. FIRE back-end systems contain a Customer Service Representative (CSR) application used by Wage & Investment FIRE Support to access trading partner data and files. Enterprise Operations System Administrators to manage CSR user access and move archived files to the mainframe. This Task Order requests the Contractor provide the following development and test system application upgrades for Windows 2012 R2 and SQL 2014 along with required COTS upgraded for IIS and .NET and moving FIRE Application Server and communications from the Front-End to the Backend and provide solutions Risk Based Decisions (RBDs) for.NET TCP Port sharing and security related findings for the FIRE System. Software development and maintenance support for the FIRE system. The FIRE application system is available 24/7 with down time limited to a planned scheduled maintenance window. This shall ensure that any down time of the system will be minimal The contractor shall provide development services to correct for Windows 2012 R2 and SQL 2014 system upgrades for NET TCP sharing Port and moving FIRE Application Servers and communications from the Front-End to the Backend and security findings as well as software maintenance support for the FIRE system that meets Compliance with IRS Standards and Guidelines. The COTS or custom code solution shall be integrated into the FIRE development, test, production, external trading partner test, and DR environments. Development and testing performance site will be at the New Carrollton Federal Building (NCFB) in Lanham, MD with remote connections to the FIRE development and testing center located at the Enterprise Computing Center (ECC-MEM) at Memphis, TN. Contractor should have expert knowledge of Windows 2012 and SQL 2014 to complete FIRE application upgrades. Software developed by contractor shall be in accordance with IRS standard procedures. Development activities are to include corrective application solutions for Windows 2012 R2 and SQL 2014 system upgrades. Software developed by contractor shall be in accordance with IRS standard procedures. As required, ELCPM and CMMI documentation to support the delivered software shall be prepared and updated in accordance to IRS standards. The contractor shall provide corrective application solutions for Information Technology Assets Management System (KISAM) related to development solutions for Windows 2012 R2 and SQL 2014 along with COTS upgraded for IIS and .NET, and security related findings. Contactor shall maintain the current FIRE Application baseline in Rational Clear case. The contractor shall perform a walkthrough of the changes in DStest environment for the correction of tools Windows 2012 R2 and SQL 2014 along with COTS upgraded for IIS and .NET. The contractor shall adhere to IRS policies and standards for coding and transition.
