We choose to work on some of the toughest technical challenges facing the aerospace and defense industries today, meeting and exceeding our goals.BGS has an opening for an Expert Financial Manager to support the CIO-T Program Build (POM) of NGA. These efforts include monitoring functions during budgeting and execution and serving as the senior member of the POM build contract support team. Responsibilities: Analyze IT portfolio investments for alignment to NGA Vision, architecture, strategy and associated risks.Apply Federal planning, programming and budgeting policies and procedures and in-depth financial data analysis for the entire NSG Program (ie: NSG Intelligence Program Budget Submission, Program Objective Memorandum, etc.).Make effective use of NGA provided computational methods, tools, and data sets.Work as a part of an integrated investment analysis team to include direct interfacing with program offices and senior NGA leadership.Employ exemplary written communication skills for report and document reviewing/editing.Assist in the development of management and Senior level briefings and present briefings when necessary. Publish minutes and track actions to completion.Conduct financial and benefit analysis for strategic business cases which influence investment/divestment decisions for the CIO-T and Open IT Portfolio Program Build.Act as trusted advisor to NGA Portfolio management leadership.Apply analytical skills employing spreadsheet/database proficiency.Proficiency with relational database structure (especially financial) and Microsoft Office tools, with expertise in the functions and application of Microsoft Excel spreadsheets. Must have 20 years' of experience.Recent (within 3 years) experience conducting analysis from complex and diverse sources and explain or identify issue impacts and alternatives; apply analytical techniques including cost-benefit analysis, problem identification and recommended resolution, business case evaluation, analyze large acquisition programs, and the DoD life-cycle management processes.Recent (within 3 years) experience in IT Portfolio Management, including IT Portfolio Management implementation, application and investment analysis.B.S. /BA degree in Management or a technical discipline or equivalent work experience in finance.Experience in program/project programming, planning, budgeting, and execution efforts. Including leveraging program/project management best practices, policy, resource defense, report and document reviewing/editing, Systems Engineering and Acquisition principles and practices, strategic planning, scheduling and project management.Familiarity with PPBE cycles and key documents such as the Program Objective Memorandum (POM), Public Sector Budget (PSB), and Congressional Budget Justification book (CBJB).Recent experience (last 2 years) in Federal planning, programming and budgeting, financial data analysis.Desired Skills:Understanding of the NGA Vision, architecture, and strategy.Familiarity with NGA's 40+ IT Programs.Understanding of the NGA mission and organization structure.Graduate degree in management or a technical discipline.Recent experience (within 3 years) working at NGA within a Key Component (KC) in one or more IT, IT support, and/or financial management Key Components or functions.Knowledge of the National System for Geospatial Intelligence (NSG), NSG partners, Department of Defense and Intelligence Community (IC) intelligence oversight organizations, missions, and organizational priorities.
