Director Of Human Resources
GENERAL DESCRIPTION OF POSITION: Under the supervision of the Chief Operating Officer, is responsible for administration and management of the Department of Human Resources, including all phases of the employment process, staff development and training, employee relations and payroll. Implements human resources strategies by establishing department accountabilities, including talent acquisition, staffing, employment processing, compensation/benefits/total rewards, training and development, records management, safety and health, succession planning, and employee relations and retention. Oversees the development and implementation of human resource policies, programs and services. Fosters a workplace environment consistent with the values and mission outlined by the leadership of the Agency. Provides supervision and support to a team of Human Resource professionals. PRIMARY JOB FUNCTION(S): Selects, develops, evaluates and leads a team of Human Resource professionals with a goal of earning a high level of credibility as an effective and responsive business partner. Oversees the employment process for both exempt and non-exempt personnel to ensure vacancies are filled timely with qualified personnel. Oversees the development and implementation of recruitment strategies which will attract, promote and retain qualified and talented diverse staff. Works collaboratively with Recruitment personnel to keep abreast of and manage vacancies Manages employee relations issues which includes, but is not limited to, recommendation and review of disciplinary actions, administration of the grievance and appeal process. Manages the delivery of learning activities to improve performance, including but not limited to, new employee orientation program and supervisory/leadership training and development initiatives to ensure a well-trained workforce. Supports management by providing Human Resource advice, counsel, and decisions. Works directly with department directors and other management personnel to assist them in carrying out their responsibilities on personnel matters. Oversees the administration of the unemployment process, managing wins and losses for insurance purposes. Oversees payroll function to ensure implementation and integration of HR policies and statutory compliance. Oversees risk management to ensure compliance with laws, regulations, Agency policy and legal guidance. Collaborates with Compensation and Benefits Specialist to keep abreast of and manage FMLA and Workers Compensation claims. Oversees and conducts internal investigations related to allegations of harassment, bullying, and discrimination. Provides recommendations and follow-up on action items resulting from investigations. Leads the formulation and modification of Agency HR policies and procedures including updates to Personnel Handbook. Communicates changes in Agency personnel policies and procedures and ensures compliance. Facilitates the performance management process to enhance effectiveness, uniformity and timeliness. This includes initial orientation period, annual evaluations, performance development and improvement plans. Oversees the development and distribution of job descriptions. Oversees employee benefits enrollment and the annual open enrollment process. Facilitates problem resolution for employees. Implements and/or coordinates workforce development initiatives such as internships, mentor programs and retention strategies. Oversees the preparation of reports and tracking of employee information, including but not limited to, I-9, recruitment/hiring data, drug testing, employee licensure requirements, etc. Advises management regarding all employee terminations; oversees all aspects of employee terminations. Consults with legal counsel as appropriate, or as directed by the COO, on personnel matters. Assists executive management in the review, preparation and administration of agency wage and salary program. Manages and utilizes a Human Resource Information System that meets agency personnel information needs. Develops and administers internal personnel systems to ensure compliance with Agency and regulatory requirements. Assists in the organizations's strategic and business planning to determine human resource needs, strategies and philosophies. Implements identified strategies for organizational growth and change. Monitors and utilizes fiscal resources within the Human Resource budget. Maintains responsibility for compliance with federal and state legislation pertaining to all personnel matters. Stays abreast of human resource industry trends, employment legislation and assures Agency compliance. QUALIFICATIONS EDUCATION: Bachelor's degree required. Master's degree in Human Resource Management or related field from an accredited college or university preferred. CERTIFICATIONS: SPHR OR SHRM-SCP preferred. EXPERIENCE: Five years human resource experience to include talent acquisition, employee relations, conducting internal investigations, implementation of organizational policy and procedure, organizational planning, compensation and benefits, training and development and knowledge of current federal and state employment laws; plus two years progressively responsible supervisory experience. A work history which demonstrates a high degree of accuracy, organizational skills, judgment, tact and the ability to work independently, meet the public and interact with all levels of staff. Experience in the field of intellectual disabilities preferred. Must have an acceptable driving record as determined by criteria established by the Agency's insurance carrier and by Agency policy.
