Background The Appeals Centralized Database System (ACDS) is the primary case management system for users of the Appeals business unit as well as the official repository for all Appeals' cases. The ACDS system consists of 35 modules, the majority of which are written in ColdFusion. Information Technology - Applications Development (IT-AD) has been working in partnership with the Appeals Business Systems Planning (BSP) office in an effort to standardize and modernize the ACDS system by re-writing select modules into Java. This will include the rust replacement of the Processing Employee Automated System (PEAS) module within ACDS by re-writing the module into Java. The replacement of PEAS ColdFusion will be completed using Agile methodology. IT-AD and Appeals BSP will gather the existing business requirements and determine any additional features that can be added to take advantage of the Java coding language. The primary goal of this rust replacement is to provide the Appeals end users the ability to Control inventory assigned to an Account and Processing Support (APS) employee Control unassigned inventory Control inventory assigned to processing personnel and any employee assisting APS with processing their work Provide reports Provide inventory listings Provide a daily timesheet Track direct and indirect time Track cycle time Provide statistical reports on inventory and time utilization for evaluative purposes and for determining staffing needs Generate performance evaluations, mid-year reviews and live case reviews. Scope and Objectives The Contractor shall provide information technology resources to achieve the following tasks: Review the current version of ACDS PEAS to outline existing programming and business rules. Meet frequently with IT-AD to derive updated business requirements and interact with relevant stakeholders on the business side to drill down business requirements. Participate in face to face and/or virtual SCRUM sessions to develop programming solutions for PEAS. Provide resources that are fluent in Java. It is preferred that the resources are fluent in ColdFusion, HTML 4 or higher, and MicroSoft SQL Server as well. Task(s) ACDS PEAS Support- In support of this requirement the Contractor shall: Review current PEAS ColdFusion code, scripts, and stored procedures to determine existing business requirements and validations to be migrated to the new system. Follow established IRS and Java Application Architecture Group (JAAG) development standards. Document all work following JAAG and ACDS standards. Prepare architecture, design, and data model documents to support database and programming changes. Re-write the PEAS module of ACDS into Java. Tasks include but are not limited to: Provide program and systemic changes based on Unified Work Requests (UWRs) and Change Requests (CRs) Modify databases to support programming changes Prepare lessons learned Check code into ClearCase Submit status reports as required Attend huddle calls Prepare Test Plans, test cases, and test scripts Prepare test data Test programs and execute approved Test Plan Attend end user acceptance testing calls Document defects Resolve defects Prepare program documentation for transmittal to production. DESIRED OUTCOMES: At the end of the period of performance, the PEAS Java module code will be running error free in the production environment. All requirements generated will be documented. All Java code developed will be prepared using Java 8 and will follow IRS standards. All testing of the software will follow CMMI Level 3 mandates. Performance Measurements and Acceptance Standards The Contractor will be responsible for delivering a full Java re-write of the PEAS module to the development, testing, and production environments. Support may be required in maintaining and improving the methodology and best practices used in the PEAS re-write. The Contractor shall provide support to agency personnel to transfer the skills and knowledge necessary for long term operations and maintenance. Weekly and Monthly status reports and meetings are required to monitor performance. Key Personnel The contractor will provide the following resources: 1 Senior Database Analyst/Programmer Full-time (required skill Java): Develops the Java solution for PEAS and supports the installation and testing of PEAS. Works with customer to identify and document requirements. 1 Junior IT Specialist Part-time 800 hours (required skill Java): Supports the development of the Java solution for PEAS and supports the installation and testing of PEAS. Works with customer to identify and document requirements. Contractor will use knowledge and skills in programming concepts and techniques to design, develop, and maintain software applications using Java 8, JSF 2.2, Microsoft SQL Server 2008 or above, Microsoft T-SQL language, JavaScript, HTML 5.0, CSS, web technologies and design, XML, Clear Case, and JBoss Developer Studio 9.
