I. SUMMARY: Supports a broad variety of accounting functions, at a senior level, which may include all or a subset of the following: financial reporting, fixed asset, internal controls, etc. II. ESSENTIAL FUNCTIONS: Design, implement and monitor accounting policies and procedures that ensures achievement of management objectives, compliance to regulatory bodies, accountability and minimization or elimination of various risk exposures. Designs, implement and maintains closing procedures, to facilities timely and routine monthly closing of authority books. Manages fixed asset accounting for the Authority, specifically in areas of accountability, recording, reporting and compliance. Manages revenue, project billing and cash collection accounting for the Authority specifically in areas of accountability, recording, reporting and compliance. Designs, implements and monitors policies and procedures, including accounting system design and controls that facilitate increased accuracy of authority's activity cost in the financial system. Directs, supervises, trains staff in various aspects of measuring, recording and reporting all accounting transactions for the authority in accordance with Generally Accepted Accounting Principles (GAAP), and in the accordance with Governmental Accounting Standards Board (GASB) pronouncements. Reviews and approves general ledger transaction for accuracy and completeness. Reviews account reconciliation including, bank reconciliation, investment account reconciliation, etc. Monitors, reviews and proposes accounting treatments for complex (eg issue of new bonds) or new accounting transactions (eg new pronouncement by regulatory or accounting body such as Government Accounting Standards Boards - GASB). Takes a lead role in the preparation of timely, accurate, and reliable financial/ accounting report (both internal and published) in accordance in accordance with Generally Accepted Accounting Principles. Takes a lead role in system implementations, specifically in areas of design, system controls and training. Initiates work teams to resolve issues and produce work process improvements. Manages subordinate staff and team members from other work units, to ensure completion of assigned tasks. May be required to represent CFO, Controller or Accounting Manager to outside constituents, including DC Government jurisdiction users, EPA, US Congress, large commercial and government customers. Performs other related duties and projects as assigned at the discretion of the supervisor. Bachelor's degree in Accounting, Finance, Business Management or similar field from an accredited college or university and five (5) years of progressive accounting/ finance experience. Expert knowledge of accounting/finance and GAAP. Strong analytical, planning and organization skills. Strong skills in communicating, orally and in writing. Excellent computer skills with an in depth knowledge of applicable software programs (ie spreadsheets, database, etc.)
