R & W Group has an amazing new senior in-house attorney position. One of our clients is a non-profit organization looking for a Deputy General Counsel with solid experience in securities law. In this role you would be responsible for collaborating on rulemaking initiatives and the development of regulatory policy for the municipal securities market. This would include overseeing the development of compliance tools, including FAQs, best practices and other forms of assistance to regulated entities. You would supervise a professional staff of attorneys as well as manages the day-to-day operations of the Department work and timelines. ESSENTIAL DUTIES AND RESPONSIBILITIES * In coordination with the Deputy Executive Director and General Counsel, you would have responsibility for managing and overseeing the day-to-day rulemaking and implementation activities. * Supervise professional staff of attorneys, paralegals and others; manage the day-to-day operations of the Department, workflow and deliverables; assigns staff responsibilities; and ensure staff receive appropriate feedback and guidance to develop and grow professionally. * Prepare and supervise the preparation of policy memoranda to the Board of Directors, Committees and Working Groups, and presents such materials. * Prepare and supervise the preparation of requests for comment and rule filings with the SEC. * Participate in Board, Committee and Working Group meetings, as needed. * Identify, prepare and direct staff attorneys in the development of compliance tools for regulated entities. * Represent the organization in presentations to industry trade associations and other outside groups. * Participate in broker-dealer and municipal advisor outreach and compliance events. * Respond, prepare and supervise responses to requests for interpretive guidance. * Assist in the development of, and monitor departmental plan and ensure success against such plans in support of the Strategic and Operating Plans. * Oversee development and maintenance of Market Regulation policies and procedures. * Assist the General Counsel with managing the budget of the Market Regulation Department. * Assist the General Counsel in identifying and escalating risks to the Chief Risk Officer, and assist in mitigating such risks. * Provide input and guidance to the Deputy Executive Director and General Counsel on programs, projects, and policies related to the regulation of the municipal market, * Ensure that the Deputy Executive Director and General Counsel are fully informed on internal and external conditions and operations that may have an impact on the organization and its strategic and tactical direction * Other responsibilities as assigned by the Deputy Executive Director and General Counsel. Apply on-line or register with us at EDUCATION/EXPERIENCE Law degree plus 15 years of directly relevant legal experience in the securities industry, at a national law firm and/or a regulated organization. Requires in-depth knowledge of the municipal securities market, securities laws, securities rules and self-regulatory organization rulemaking. QUALIFICATIONS You must possess outstanding management, written and oral communication skills, and have experience with public speaking to both small and large audiences. High ethical standards and a profound sense of integrity, consistent with the organization's vision and values. Excellent judgment and critical thinking skills essential. Extensive experience dealing with brokers, dealers, banks and municipal advisors and other municipal market participants is extremely important. Demonstrated success in managing people, and in managing numerous activities and initiatives simultaneously. Proven self-sufficient, results-oriented team player.
