Vencore is an AA/EEO Employer - Minorities/Women/Veterans/Disabled Responsibilities: Administers budgets and prepares fiscal forecasts based on historical costs. Compiles and reviews budgets using actual performance, previous budget figures, estimated revenue, expense reports, and other data sources to control funds and provide for proper financial administration. Prepares financial plans, monitors implementation of financial policies, prepares regular and special purpose reports, maintains historical records, analyzes trends, establishes cost rates and personnel forecasts, recommends and interprets budgetary policies and procedures, prepares comparative evaluation of actual costs against budgeted funds, and determines rationale for variances between costs and budget. Analyzes budgeting and accounting reports for the purpose of maintaining expenditure controls. Prepares regular and special budget reports, investigates variances. Provides advice and technical assistance with cost analysis, fiscal allocation, and budget preparations. Consults with managers to ensure that budget adjustments are made in accordance with program changes. Reviews operating budgets to analyze trends affecting budget needs. May also be billable to a contract. Performs analysis of budgets and schedules needed to meet contractual/project requirements for assigned portions of a program or programs. Responsibilities include, but are not limited to the following:Provide summary and analysis of customer budget and costsAnalyze contractor reported cost dataDevelop, analyze, and monitor spend plans, programming and execution yearsAnalyze budgetary documents and other data sources relevant to international customers;Use budgetary analysis to help inform and shape forecasts and assessmentsIdentify and assess budgetary and cost trendsTrack and analyze changes made to the budget requestsOther duties as assignedMinimum Qualifications2 to 5 years with BS/BA or 0 to 2 years with MS/MA/MBA or 8 to 10 years with no degree.Active TS/SCI with PolygraphBachelor's degree in Finance, Accounting or Business disciplineIntimate knowledge of Customer budgetary and cost processesExperience working as budget analyst in IT industryStrong analytical skillsFull proficiency in ExcelAttention to detailStrong interpersonal and communication skills capable of creating professional relationships with wide range of internal customersAbility to work successfully in a team environmentAbility to handle multiple tasks in a fast paced, dynamic environmentProficiency in PowerPoint, Word, Internet research
