POSITION: Senior HR Specialist (Staffing) LOCATION: Washington, DC DESCRIPTION: Provide senior level recruitment and staffing tasks that could include, but not limited to, the following activities: Prepare for Office of Personnel Management (OPM) Audits by assessing the efficiency and effectiveness and accountability of MCC's DE Program; Provide feedback on whether the agency is compliant with Merit system principles, Veterans' preference, Laws and regulations, and Interagency Delegated Examining Agreements between MCC and OPM; provide a written report outlining any areas of deficiencies and recommended actions; Provide staffing and recruitment support in the recruitment, selection and hiring of staff to fill existing vacant positions in accordance with Merit Promotion and DE Guidelines; Develop full vacancy packages, review applications for completeness and determine qualifications via an automated staffing system; Conduct eligibility and qualifications determinations and responds to applicant questions verbally and in writing; Obtain necessary documentation from applicants to support any preferences; Create and issue assessment lists to assessment panel; Create and issue referral list(s); Create, update and maintain vacancy folders; Close out various human resources files using federal and agency guidelines; Manage workload to assure work is processed in accordance with established time frames; Audit cases and process selections (prepare offer letters/validate documents, and request pre-employment information); Perform other staffing and recruitment related tasks as necessary/assigned; Maintain Delegated Examining Certification. REQUIREMENTS: At least seven (7) to ten (10) years' experience in federal HR, specializing in staffing (highly desirable is recent experience within the past 5 years); Minimum of an undergraduate degree in human resources management, international relations or a related field; Experience preparing for Office of Personnel Management (OPM) audits by assessing the efficiency and effectiveness and accountability of the organization's DE Program; Experience utilizing USA Staffing software; Experience utilizing USAJobs; Demonstrated experience developing full vacancy packages and reviewing applications for completeness; Knowledge of Title 5 CFR and DE guidelines; Delegating Examining certified. PREFERRED: Federal Human Resources experience specializing in staffing in the last three (3) years.
