Vencore is an AA/EEO Employer - Minorities/Women/Veterans/Disabled Responsibilities: To be successful in this role, the Requirements Engineer must be able to perform the following: Develop a CONOPS for use of the DOORS Next Generation Tool including a licensing strategy and suggested user rolesAssist in schema development for the DOOR Next Generation database (DB2 back end)Plan and perform initial data ingest into a empty DOORS Next Generation databaseProvide user training and customer support as needed for the DOORS Next Generation environmentDevelop Rational Publishing Engine Templates for exporting data from DOORS Next GenerationProvide custom reports using data within the DOORS Next Generation Tool suiteSupport connectivity of the DOORS Next Generation environment to other tools (JIRA, Redmine, System Architect, etc)Assist with the definition and enablement of requirements workflow with IBM Team Concert and DOORS NextGenDesign, test, and document a request for change (RFC) workflow for requirements and documents in the NSG BaselineAssist with the migration of process and requirements content from the existing DOORS Classic environment to DOORS NextGenThe RESC team is responsible for managing the NSG requirements for agile, waterfall, and hybrid processes. This includes updating and maintaining the enterprise requirements baseline; creating enterprise epics and success criteria, decomposing enterprise epics in to project epics, compiling change pages, and contributing to RFCs originated by Mission Partners; coordinating with customers, solution developers, systems managers, and mission partners to plan, assess, and implement NSG baseline changes; supporting the NGA enterprise requirements management process; and assisting with technical and management expertise to address and resolve the unique, rapid response requirements of National Security Emergency (NSE) needs.The Requirements Engineer must be able to apply strategic thinking to requirements management.Working knowledge of Open Services for Lifecycle Collaboration interfaces and connecting OSLC compliant toolsThe Requirements Engineer performs end-to-end analysis to determine which requirements may already be satisfied by existing systems and which requirements need to be allocated to new or existing systems. On occasion, the Requirements Engineer may need to work within the commercial and academic communities to evaluate innovative technologies that can improve mission performance. In conjunction with Configuration Management, the Requirements Engineer is responsible for establishing and maintaining enterprise baseline integrity.It is expected the Requirements Engineer will inform key GPOCs and stakeholders in terms of general status and any challenges, applicable risks or issues and mitigation plans.The Requirements Engineer mentors other team members both within and outside of the RESC with regards to epic development along with general requirements engineering subject matter. The Requirements Engineer is expected to work within JIRA, Confluence and DOORS Next Generation to manage criteria/requirements, epics, features and user stories on a regular basis and work other miscellaneous tasks. Required Qualifications:TS/SCI Clearance (with a current SSBI favorably adjudicated within the last 5 years)Bachelor's degree in Computer Science, Information Science, Math, Engineering or related technical experienceMinimum of 16 full years of experience in related field, with a minimum of 10 years of recent agency-specific experience Demonstrated proficiency with Microsoft Office applications, Confluence, JIRA and DOORS Next Generation, Team Concert, and DB2Systems Engineering and Integration experience working with NSG/NGA or GEOINT Mission Partner systems/segments Customer service mindset Ability to work independently and within a team environment Very strong interpersonal, problem solving, organizational, and multi-tasking skillsExcellent written, verbal, and presentation skills Desired Qualifications:Knowledgeable about IC Cloud Computing Initiatives and tenets of Cloud Computing, to include virtualization (HW & SW), SOA, open standards initiatives, and the NIST frameworkScaled Agile Framework SAFe Agilist (SA) certificationCertified Scrum Master (CSM) certificationDemonstrated working knowledge of the NGA organization and programsWorking knowledge of the NSG and NGA Acquisition ProcessesPrevious Technical or Document POC experience for CM controlled itemsAdvanced degree in a technical fieldRelevant SE&I (INCOSE), IT (ITIL), IA (CISSP)Project/Task Leadership skills and experience
