Job Description: Provides mechanical engineering counsel and advice at a highly technical level on compliance and quality management to Health Facilities Division Planning, Design, and Construction (PDC) Branch in support of $1B worth of Military Construction (MILCON) projects and facility Modernization projects. Some of these systems include but are not limited to heating, ventilation and air conditioning (HVAC) systems; and potable and non-potable water distribution systems. Shapes and develops measurable mechanical scope of work requirements and creates accurate current working estimates as part of major healthcare facility modernization projects--based on highly technical analysis of mechanical systems existing conditions (capacity, condition, adequacy, functionality, code compliance). Participates as a technical advisor mechanical subject matter expert on source selection and task order evaluation boards Conducts detailed design reviews of all project design submittals and ASIs on major modernization and replacement facility projects as follows: to ensure adherence/compliance with mechanical scope of work requirements; to ensure the designs meet facility safe and efficient operational requirements; and ensure the designs are in compliance with government developed instructions/criteria and industry established standards, statutes and codes. Provides mechanical commissioning strategy, Owner Project Requirements (OPR), and strategic oversight for all major modernization projects. Skills: Expert level skills and extensive practical experience in all aspects of the mechanical and HVAC fields of discipline necessary to accurately analyze plans, data, designs, existing conditions, operations and maintenance practices, and the management thereof. Must be skilled in mechanical systems in order to makes mechanical scope recommendations, develop cost estimates, and review/analyze design submittals and ASIs for the modernization or replacement of buildings and mechanical infrastructure systems. Must be knowledgeable in the commissioning process, to include types of commissioning and commissioning requirements. Must be knowledgeable of local, municipal and federal building codes, criteria and standards. Strong interpersonal, communicative, diplomatic and analytical skills to provide highly professional quality presentations to executive leadership and large audiences. Requirements: Bachelor's Degree in applied mechanical engineering with professional engineering registration is required. The incumbent must possess a minimum of 5 years of documented qualifying experience in the design and construction of major institutional, military and/or medical healthcare facilities. This experience must be recent and within the past six (6) months and span continuously over the preceding three (3) years. LEED and Commissioning experience and credentials are all credentials and experiences that are sought and preferred.
