Job DescriptionPROGRAM DESCRIPTIONThe Research Subcontracts department provides acquisition support to the for the Frederick National Laboratory for Cancer Research (FNLCR) as well as operations and specific subcontracting support for the NCI-Bethesda, National Institute of Allergy and Infectious Diseases (NIAID) and other related Government initiatives. Specifically, Subcontracting provides pre- and post-award acquisition and administration for highly complex research programs, scientific services, field trials, and related projects at FNLCR through execution of agreements with third parties, often commercial companies and non-profit research institutions or universities.JOB DESCRIPTIONThe Senior Subcontract Administrator will lead IT supplier contracting support to the business information systems team, along with support to programs and project teams with agreements that contain IT components (software and data systems requirements). Agreements span acquisitions relating to automation hardware, software and related services. The primary products being purchased are software packages. Some packages will be in the form of traditional software licenses, some will be in the form of Software as a Service (SaaS) subscriptions and others of varying complexity of delivery of customized applications.Specific Responsibilities will include:Conducting all phases of the IT sourcing process to include pre-qualification, solicitations, negotiation, and contract formation, award, and administration required in the acquisition of products, systems and technical services.Drafting solicitations, managing source evaluations, negotiations and award, as well as post-award modifications.Determining appropriate contract type (cost reimbursement, T&M, Fixed Price); inclusion of FAR flow-downs, other agency supplemental flow-downs and special provisions.Preparing correspondence, documentation, certification, financial reporting, and product delivery for major contracts. Will be fully responsible for all subcontract file documentation to satisfy internal audit, government CPSR audit, and internal P&PA cents € (TM) s.Close coordination with product and service providers and with sponsoring FNLCR program organizations to ensure performance in accordance with contract terms.Executing all contracts in compliance with company policy and applicable laws.Accurately maintaining databases, records and periodic reportingAssisting in resolution of contract, administrative and logical problemsMaintaining current knowledge of relevant contractual procedures and practices.Participating in special projects, as requiredQualifications:BASIC QUALIFICATIONSTo be considered for this position, you must minimally meet the knowledge, skills, and abilities listed below:Possession of a BachelorA cents € (TM) s degree in a related field from an accredited college or university according to the Council for Higher Education Accreditation (CHEA) in a field related to business or contract administration or four (4) years related experience in lieu of degreeForeign degrees must be evaluated for US equivalencyIn addition to education requirements, a minimum of five (5) years of experience in contracts/subcontracts administration in a Government services company and eight (8) to ten (10) years of applied information technology contracting experienceKnowledge of cost reimbursement subcontracting as well as fixed price and T&M contract typesAdept at identifying risk and ability to shift risk thru solid negotiation skillsSolid skills drafting cost/price analysis and adherence to compliance in a Government services contract environmentFamiliarity with agreements such as Non-Disclosure Agreements, Software Licenses, Maintenance Agreements and Technical Services Agreements and sub agreements for development, operations or delivery of customized applicationsSolid understanding of federal acquisition regulations (FAR) as applicable to subcontracting in support of government prime contractAbility to lead a programmatic subcontract support effort and provide strategy development to the programs related to subcontracting supportAbility to think critically to solve unique subcontracting strategy development and handle multiple high visibility critical tasks simultaneouslyStrong written and verbal communication skillsGood software skills (Word, Excel, Deltek/CostPoint etc.)Familiarity with performance based statements of workMay provide guidance and work leadership to less-experienced contracts administratorsMust be able to obtain and maintain a security clearancePREFERRED QUALIFICATIONSCandidates with these desired skills will be given preferential consideration:Applied knowledge of information technology agreements, products and contract structure, including requirements in a Federal contracting and commercial environmentRelevant applied experience as a lead practitioner in this role with project and program staffComfortable interacting with program staff, senior management and Government customersStrong communication and presentation skills to audiences at senior management levelsCompany DescriptionLeidos is a global science and technology solutions leader working to solve the worldA cents € (TM) s toughest challenges in the defense, intelligence, homeland security, civil, and health markets.
