Publishing Projects Manager - TRR Journal
The National Academy of Sciences, National Academy of Engineering, and National Academy of Medicine work together as the National Academies of Sciences, Engineering, and Medicine to provide independent, objective analysis and advice to the nation and conduct other activities to solve complex problems and inform public policy decisions. The National Academies also encourage education and research, recognize outstanding contributions to knowledge, and increase public understanding in matters of science, engineering, and medicine.
The Transportation Research Board (TRB) is one of seven major programs of the National Academies of Sciences, Engineering, and Medicine. The mission of the Transportation Research Board is to increase the benefits that transportation contributes to society by providing leadership in transportation innovation and progress through research and information exchange, conducted within a setting that is objective, interdisciplinary, and multimodal. The Board’s varied committees, task forces, and panels annually engage about 7,000 engineers, scientists, and other transportation researchers and practitioners from the public and private sectors and academia, all of whom contribute their expertise in the public interest. The program is supported by state transportation departments, federal agencies including the component administrations of the U.S. Department of Transportation, and other organizations and individuals interested in the development of transportation.
The Publishing Projects Manager provides general publication management for the Transportation Research Record: Journal of the Transportation Research Board (TRR) under the supervision of the Managing Editor of the TRR. Serves as initial point of contact for senior program officers and other TRB staff throughout the paper submission, peer review, acceptance, and final manuscript submission processes. Uses software to track assignments and status of papers and issues of the TRR. Handles copyright permissions, copyright filings, Library of Congress cataloging in publication, and ISBN assignments . May format specific publications for print and for web posting. May approve editorial contractor invoices; maintain invoice files; and verify cost centers. Provides administrative management of TRR staff unit, including administrative support and software expertise.
Under general direction, incumbent performs complex work, taking action independently to solve problems in areas of assigned responsibility, but receiving guidance or expertise from higher-level staff on more complex problems. Incumbent establishes processes and procedures to ensure the effective and efficient operation of assigned function(s). May either have full supervisory responsibilities for assigned staff or assist with supervision of staff.
ESSENTIAL JOB DUTIES:
1. Manages editorial and/or publishing activities for the TRR. Responsible for following material/production through the stages of publishing by interfacing with staff, authors, review coordinators, reviewers, and the commercial publisher of the TRR to ensure the final product meets all required specifications. May develop and update tracking systems or use existing systems to track document progress.
2. Assists in overseeing peer review and/or manuscript processing functions to ensure the procedures are implemented and up-to-date, and the quality control process is comprehensive and consistent with guidelines.
3. Serves as first and continuing point of contact for clients associated with assigned publishing projects. Works with clients to plan for and organize workflow. Stages coordination meetings with staff officers to plan for production and release.
4. Addresses questions and offers guidance about report preparation and style, reviews and provides feedback to clients on National Academies’ intellectual proprietary practices, and provides users with information about suggested credits and restrictions on use.
5. Manages workflow from original concept to delivery of product, including checking manuscripts, developing specifications, requesting schedules and estimates.
6. Oversees and monitors publishing schedule in coordination TRR Managing Editor. Notifies client of continuing status of project.
7. Ensures quality control is comprehensive and consistent with guidelines.
8. Works with senior program officers to ensure timely receipt of complete and accurate publication information by generating database status reports for planning and budgeting.
9. Serve as liaison to TRB Information Technology (IT) staff to troubleshoot publications database problems. Work with IT staff to ensure accuracy and completeness of publication products from Aptify database, as needed.
10. Participate in regularly scheduled publications management team meetings with director, editors, and assistants.
11. Oversee freelance activities, including finding and coordinating work among freelancers.
12. Lead special editorial and publishing projects and initiatives.
13. Create and manage network file folders for electronic manuscripts including Front Matter, publication approvals, releases, etc. Update and maintain accurate version of TRB Executive Committee list for inclusion in all print and web products. Provide list to outside vendors and publishers as needed.
14. Manage permissions requests, ISBN assignments, and Library of Congress cataloging submissions, and copyright filings.
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of National Academies’ intellectual property practices and copyright issues. Ability to solve problems of substantial variety and complexity. Ability to supervise and mentor staff. Project management skills including planning, budgeting, delegating tasks to freelancers, monitoring individual project-related tasks being performed by colleagues in other departments, and successfully completing projects according to established parameters of budget, schedule, and physical specifications. Ability to develop relationships with co-workers and employees in other National Academies’ departments through effective communication. Excellent communication skills with a proven ability to effectively interact with all levels of employees. Strong background in publications production management, publication quality control, and administration of publishing operations. Strong organizational skills. Ability to communicate clearly and tactfully with authors, technical and support staff, and colleagues. Familiarity with MSWord and website publishing.
