Vencore is an AA/EEO Employer - Minorities/Women/Veterans/Disabled Responsibilities: Responsibilities include:Perform project planning, oversight, coordination and technical leadership for a team of systems engineers performing systems engineering for the NGA Open IT PortfolioProvide technical leadership for cross-portfolio coordination and integration of Open IT strategic initiatives to conduct NGA's Mission and Business focused portfoliosProvide technical leadership for NGA's enterprise IT adoption of community cloud infrastructure, platform, network, transport, enterprise management, and security service offerings (eg via IC ITE, JIE, others as needed).Provide technical leadership for Open IT strategy definition, implementation and execution, CONOPS, milestone definition, and roadmap efforts that demonstrate how portfolio strategic needs are realized by evolving technology solutions and aligned to budget, schedule, performance, and risk/opportunity management.Provide technical leadership for Open IT performance measure and metric development to monitor progress towards the strategic outcomes Provide systems engineering guidance necessary to define IT infrastructure service concepts such that developer contracts can go build them.Ensure alignment of Open IT investments with Joint Architecture Reference Model (JARM)Provide technical leadership to perform analyses and generate recommendations to assist governance decision boards and with portfolio invest/divest decisionsProvide technical leadership to perform customer budget planning by establishing unified technology stack service needs and priorities, internal and external dependencies, and solution maturity assessment to aid in determining investments needed across the FYDPServe as the link between Open IT government customers and the program project teamProduce weekly, monthly activity reports to government customers and the program Required Qualifications:Bachelor's degree in engineering, or related technical field, or equivalent experience16+ years of systems engineering, systems integration, or systems development and/or systems integration experience including 10-15+ years of related experience with NGA or its IC partnerExperience across a range of activities to include some of the following: Strategic Planning, Portfolio Management, Capabilities/Requirements Definition, Performance Metrics, Enterprise ArchitectureExperience across a broad range of relevant IT technologies which include: Platform as a Service (PaaS) technologies and implementation strategies, service/cloud brokering solutions, cloud storage and compute adoption, Dev/Ops solutions, software license management, Virtual Desktop Environment (VDE), mobile/wireless device VDE, networks, wi-fi networks, IT service desk, enterprise IT management, cross domain services, Identity and Access Management (IdAM) services, computer network defense, IT security risk management.Experience authoring high-level agency documents such as strategic plans, CONOPS, business plans and briefings for seniorsExcellent customer handling skills and ability to establish effective customer relationships with senior level government personnelDemonstrated ability to develop and present effective technical presentations to senior management; must possess strong written and verbal communications skillsDesired Qualifications:Master's Degree in Engineering or Information TechnologyPMP, INCOSE, SAFe Agilist CertificationITIL Practitioner or Service Manager Certification5+ years of technical leadership experience with IC mission projects in a multi-contractor, military and civilian government environmentEA Certification by a recognized Government or academic institution
