Develops computer systems specifications that address business requirements and that fit with company/customer system architecture standards.

 

1. Analyzes and evaluates existing or proposed systems and designs computer systems to process data.

2. Analyzes systems and procedures to refine their formulation and converts them to programmable formats.

3. Writes or updates software specifications.

4. Creates logical data models based on functional requirements.

5. Performs quality assurance review of specifications for internal and external delivery.

6. Troubleshoots and provides technical support and solutions to users.

7. Develops analytical tools for use in the design and redesign of systems.

8. Analyzes detail systems factors, including input and output requirements, information flow, hardware and software requirements, and reliability characteristics.

9. Prepares and updates documentation for new or existing systems.

10. Monitors system effectiveness in satisfying user needs.

11. May provide guidance and work leadership to less-experienced analysts.

12. Maintains current knowledge of relevant technologies as assigned.

13. Participates in special projects as required.

 

Serves as the C2 Server Team Technical Lead, participating in a team of 4+ for daily O&M of USAREUR C2 servers responsible for generating and maintaining the USAREUR Common Operational Picture (COP) across SIPR and Coalition Networks, to include GCCS REL NATO on BICES. Reviews and ensures compliance with theater COP documents, such as the OPTASKCOP. Develops and executes procedures to solve complex problems regarding system issues and anomalies. Performs at an advanced technical level on all phases of applications systems analysis and implementation activities.  Plans and implements server architectures for newly released PM installations. Monitors the status of various C2 systems such as GCCS-J COP/I3, GCCS-A, FBCB2, JCR, BFT, and FFT to determine service availability, configuration, operation, and security. Where problems or anomalies are detected, ensures corrective actions are applied using the systems' Program Management Office (PMO) prescribed methods alongside industry best practices and locally tailored procedures. Communicates system problems and deficiencies with the appropriate PMO. Develops and implements procedures for tracking and implementing PM released IAVA and application baseline updates and ensures those updates are implemented within Cyber Security compliance timeframes. Coordinates with other site engineers to evaluate interoperability and compatibility issues and execute maintenance plans. Monitors and facilitates the integration and interoperability of U.S. Army Mission Command Systems, to include JADOCS, DCGS-A, and BFT/FFT devices. Plans and implements interfaces with external systems as required. Forward deploys to provide the full spectrum of C2 system administration, to include Solaris, Windows, and Red Hat Enterprise Linux (RHEL) operating system configuration and maintenance as well as VMware ESXI virtualization architectures. Administers coalition support and interoperability systems such as MIP and provides fwd deployed support of these systems during coalition exercise and operations. Coordinates with external agencies such as the BFT Mission Command Support Center (MCSC) to facilitate tracking and management of BFT/FFT devices within the theater Common Operating Picture (COP).

Education Bachelors Degree in a Computer Science or related technical discipline, or the equivalent combination of education, technical certifications or training, or work experience.

Qualifications 5-8 years of directly related computer systems analysis and/or programming experience.

 Experience with planning, developing, integrating, and supporting systems and architectures for Army operations/exercises involving Joint and Army Command, Control, Communications, Computers, & Intelligence (C4I) systems. Experience supporting the GCCS-J COP/I3, GCCS-A, ICSF, Agile Client, GCCS-A Data Dissemination Service (DDS), and JADOCS.

 

Experience with UNIX Solaris 8/10 and/or Red Hat Enterprise Linux v5 or later. Experience managing VMware ESXi environments, to include capacity management. Experience integrating and fielding system patches and releases, rebuilding servers & clients in accordance with DoD and PMO guidelines, and investigating and managing computer security incidents. Desired experience with fault tolerant systems - designing, developing disaster recovery plans, developing backup procedures, restoration of files/file systems/storage media.

 

Experience integrating DoD C2 systems with models & simulations (MOD/SIM) a plus. Experience supporting Radiant Mercury or other Cross Domain Solutions a plus. Experience with the RMF process for system accreditation a plus.

 

Must be able to operate independently with little or no supervision. May be be required to forward deploy alongside Army units in austere locations for up to six weeks in order to provide field level C2 systems support. May be required to forward deploy to provide backfill support to austere locations, such as AST Balkans, Kosovo for periods up to four to six weeks at a time.

 

- Candidate must be able to meet German TESA requirements.

- Candidate must possess a DoD 8570 IAT Level II certification on day 1.

- Candidate must obtain ITIL Foundation certification within 90 days of hire.

- Candidate must obtain one or more of the following certifications within 6 months of hire: SCSA, RHCSA, MCSE, MCP, VMware.
