Login Now 17:MO-020: Senior Program Analyst Geographic LocationArlington, VAEmployment StatusFull TimePosition Funded?NoRequisition Code17:MO-020Job Responsibilities DELTA Resources is seeking a Senior Program Analyst to provide support to N98 and N98B, and will report to the Branch Head of the Air Warfare Integration Branch on the Air Warfare Division (OPNAV N98) staff in the Pentagon, Arlington, VA. The contractor will support Director, Air Warfare and Deputy Director, Air Warfare. The contractor will serve as an analyst to these officers in a broad range of activity described below. The contractor shall: Logistics Provide Executive Strategy Consulting. Providing Flag/SES level consulting services on strategic Naval Aviation related PPBE issues such as:assisting in the development of requirements and resourcing Courses of Action (COA); impact of resourcing decisions across the N98 portfolio; and interaction with external stakeholders such as OPNAV N8, the Naval Aviation Enterprise, and NAVAIR SYSCOM. Through analysis and technical writing, assist N98 leadership in meetings to identify logistical challenges in developing force structure requirements across the entire life cycle of Naval Aviation programs, to include strike, manpower, readiness, logistics, and training organizational requirements. Requirements Monitor the transfer of requirements and resources as directed by the OPNAV reorganization to and from the N98 portfolio. Identify and analyze resolution methods for transitioning programs with adequate resourcing (both funding and personnel). Provide N98 Strategic Resourcing Support by assisting in the development of N98 internal processes that support programming objectives in the Program Objective Memorandum (POM), final endgame balancing, and in future POM/ PPBE cycles. Products to support the N98 programming objectives include but are not limited to assistance in developing Sponsor Program Proposal (SPP) milestones and objectives and development of balancing options prior to SPP submission. Provide N98 Requirements Determination Support. Through analysis, assist in the alignment of Naval Aviation requirements determination with established N98 programming and resourcing processes. This support includes but is not limited to force structure Courses of Action (COA) development, management of manpower and training requirements to include the Individuals Account, and coordination with Type Commanders and United States Fleet Forces on manpower and readiness requirements. Provide direct analysis to N98/N98B on matters relating to both current and historical N98 funding decisions, taking into account actions and decisions from previous budget cycles assessing the respective impacts to the current POM build. Provide analysis of Naval Aviation force structure matters and financing of capabilities in support of the investment strategy. Subject Matter Expert Develop and deliver in-depth analysis of operational and fiscal risk and requirements necessary to support limited funding across the entire Naval Aviation portfolio. Provide detailed analysis of alternatives based on operational, acquisition and fiscal risk assessments in order to support government conclusions and recommendations. Provide Strategic and Internal Communications Presentations. Through analysis and technical writing, assist in the development of N98 executive level presentations that articulate N98s strategic vision and Roadmap to the OPNAV staff, United States Fleet Forces (USFF), NAE leadership, and other commands and directorates as required. These strategic communications products will consist of the POM Endgame and CNO Executive Board (CEB) presentation inputs, Sponsor Program Proposal (SPP) inputs, and briefs to NAE leadership on PPBE related issues. Assist in the coordination and development of PPBE-related special projects as directed by N9 leadership. These projects include: balancing options and analysis to OPNAV directed offsets drills throughout the PPBE cycle; CNO/SECNAV assigned actions/interest items; Fleet actions/interest items; and executive correspondence as required. QualificationsRequiredQualifications: - Eight years actual experience in PPBE and POM Development at senior levels balancing resources and requirements in order to assist with developing a defendable investment strategy. Requires recent experience within the last two years interfacing with FMB Staff and Director, Navy Programming Division (N80) budget analysts. Requires recent experience within the last year of developing balancing strategies including the prioritization of unfunded issues and the generation of acceptable offsets. - Eight years experience in understanding and analyzing United States Naval Aviation specific programs as well as the ability to provide programmatic analysis. - Eight years experience obtaining and analyzing PBIS budget data for specific programs at the appropriations level, including conducting trend analysis. Expert knowledge of PBIS data and ability to develop specific queries. -Four years recent actual experience in manpower and training PPBE and POM development support at the Flag/SES level to include SPP development. - Three years experience interfacing with PMA/PMW BFMs, PEO, SYSCOM Budget Directors/Comptrollers, SECNAV Staff, DoN / OSD Comptrollers and N80 budget analysts. - Significant recent experience in OPNAV PPBE process and organizational re-alignments. - Requires TOP SECRET Clearance Desired Qualifications: -MA or MS -A professional certification. -A DoD vet. -A DAU cert or multiple DAU certs. -Able to speak, write, and artiuculate/convey ideas/concepts well.
