Job Description The Contracts Manager performs, manages and/or develops policies and procedures for work involving the procurement and/or proposal of engineering services, or research and development using formal advertising or negotiation procedures; the evaluation of contract price proposals; and the administration or termination and close out of contracts. Contracts Managers have responsibility for procurement planning, development of requests for proposals, broad announcements (solicitations), contract negotiations, awards, administration, terminations and close-outs, and perform acquisition planning, preparation of price/cost analyses for designated actions, formulation of negotiation strategies, development of negotiation objectives, and negotiation of contracts for the procurement and/or proposal of specifications in support of company objectives. The Contracts Manager's work requires knowledge of contracting principles, laws, statutes, Executive Orders, regulations & procedures, as well as knowledge of procurement & acquisition regulations and contract principles to prepare and negotiate contracts. Responsibilities: Support proposal preparation, develop proposed contract terms and conditions, provide risk assessment of terms and condition, and resolve potential policy questions to ensure compatibility with company and Government procurement regulations. Candidate will work independently with hands-on, day-to-day operational responsibility of the Government contract process. Ability to design, develop and implement policies, processes and procedures that govern the contract flow process. Proficient ability to develop and edit spreadsheet (mostly Excel), as well as develop and manipulate pricing models. Review solicitations and draft model contracts/subcontracts for actual or potential issues regarding terms and conditions, reporting requirements, and or contract performance. Receive, prepare, review with relevant departments, and administer Teaming Agreements and Non-Disclosure Agreements with potential subcontractors or prime contractors. Prepare and issue RFPs/RFQs to potential subcontractors and/or suppliers. Negotiate prices and terms and conditions of contracts to minimize the Company's potential risk/liability and maximize profits. Receive, review final contract/subcontract documents from external customers. Receive, review with relevant departments, and administer contracts with Governmental agencies. Prepare, issue, negotiate, and administer subcontracts with subcontractors. Close out completed contracts, including coordination with Accounting and other departments and customers. Maintain and provide visibility for all customer/procurement contracts/purchase orders. Oversee administration of GSA and other contract vehicles to ensure compliance, price management and IFF reporting and contract administration for service offerings. Prepare Cost Volumes and pricing, ensuring all RFP/RFQ requirements are met. Reads and interprets solicitations, contracts and modifications and works with staff involved in proposal preparation. Assist in the preparation of cost/pricing proposals and the analysis of team proposal submissions. Skills Proven contract negotiation skills Experience developing pricing models in response to customer solicitations under US Government cost and pricing guidelines. Extensive knowledge of Federal Government contracting is a must (FAR/DFARS/SCA). Experience working with Cost Reimbursable type contracts, Fixed Price, T&M, and GSA Schedule contracts. The ability to develop internal and external pricing models and manipulate data for forecasting purposes; experience in providing accurate interpretations and forecasts. Experience in the successful negotiation of, and administration of, Non-Disclosure Agreements and the proprietary data exchanged under those agreements, and a solid understanding of the Government's right to data under FAR/DFARS requirements is desirable. Must be proficient with Excel and knowledgeable of spreadsheet creation and utilization to depict data and make informed decisions from such data. Must be detail oriented and have excellent verbal and written communication skills. Demonstrated ability to effectively present information, either a structured presentation or as requested, to all levels of management, including ranking DoD or Government Officials. Individual must have strong organizational skills and the ability to work independently as well as part of a team. Proven leadership skills, excellent interpersonal skills, and the ability to mentor, manage, and train staff as applicable. The ability to be effective and efficient despite multiple responsibilities. Qualifications Bachelor's Degree, from an accredited institution, in Business Administration or very closely related field such as Law, Finance, Accounting, or Management. MBA, JD, MAcc, or very similar graduate degree is highly desired, and strongly preferred. A minimum of 5 (with graduate degree) to 10 years' experience directly related to Contract and Procurement administration, requiring regular interface with senior management, major subcontractors, Government Contracting Officers and other Government regulatory officials. Of that experience, approximately 3 to 6 years should be applicable to pricing and cost analysis and proposals.
