The Lead Business Analyst is a key position that leads and analyzes, designs and develops complex software systems for the Food and Drug Administration (FDA) Mission Accomplishment and Regulatory Compliance Services (MARCS) program.  The objective of this program is to modernize and enhance the IT capabilities in support of the FDA Office of Regulatory Affairs (ORA) while maintaining a reliable, stable and secure operating environment.  Key areas of focus will be in Operations and Maintenance (O&M) and Development, Modernization and Enhancement (DME) software activities.

 

Principal Duties/Job Responsibilities:

  • Mapping business processes in order to provide a framework for system requirements.
  • Creates logical data models based on functional requirements.
  • Analyzes detail systems factors, including input and output requirements, information flow, hardware and software requirements, and reliability characteristics.
  • Coordinates with client to define problem, determine data availability, report requirements, and resolve system design problems.
  • May act as a Product Owner as part of an Agile/Scrum team.
  • Developing user stories to reflect system functional requirements.
  • Coordinating with development team (e.g. engineering, testing) personnel to ensure requirements are understood.
  • Analyzes and evaluates existing or proposed systems and designs complex computer systems to process data.
  • Writes or updates software specifications.
  • Performs quality assurance review of specifications for internal and external delivery.
  • Develops analytical tools for use in the design and redesign of systems.
  • Provides guidance and work leadership to less-experienced analysts, and may have supervisory responsibilities.
  • Serves as a technical team or task leader.
  • Participates in special projects as required.
Education Bachelors Degree in a Computer Science or related technical discipline, or the equivalent combination of education, technical certifications or training, or work experience.

Qualifications
  • 10-15 years of directly related computer systems analysis and/or programming experience.
  • The most qualified candidate will have direct experience in working on the Food and Drug Administration (FDA) Mission Accomplishment and Regulatory Compliance Services (MARCS) program. 
  • Advanced knowledge of the fundamental concepts, practices, and procedures used in systems analysis and design.
  • Experience with all phases of Software Development & Test Life Cycle (SDLC & STLC) using various methodologies like Agile/Scrum and Waterfall.
  • Proficiency in the use of one or more specific technologies, depending on job assignment.
  • Professional Certification(s) may be required, depending on job assignment.
  • Demonstrated effective communication skills.
