Secretary ZS-0318-04/05 (DE/CR)
This position is located within the National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations (OMAO), Commissioned Personnel Center (CPC), Silver Spring, MD.
This position will be filled under the DOC Alternative Personnel System (CAPS). This system replaced the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band.
The ZS-04 is equivalent to the GS-07/08.
The ZS-05 is equivalent to the GS-09/10.
The full promotion level of this position is ZS-05.

EDUCATION: There is no positive education requirement for this position.
SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
To qualify at the ZS-04:
SPECIALIZED EXPERIENCE: One full year (52 weeks) of specialized experience equivalent to the ZS-03 or GS-06 in the Federal service. Specialized experience MUST include all of the following:
- Performing secretarial and administrative support such as calendar and scheduling administration.
- Receiving and responding to calls, making travel arrangements for an office using an automated travel management system.
- Locating and summarizing information from files to draft reports or correspondence for review by the supervisor and providing guidance to employees on established administrative policies and procedures.
- Purchasing supplies and services for an office and reconciling the charges in an automated financial system.
- Keeping time and attendance for an office.
SPECIALIZED EXPERIENCE: One full year (52 weeks) of specialized experience equivalent to the ZS-04 or GS-08 in the Federal service. Specialized experience MUST include all of the following:
- Supporting executive level or director level leadership and perform secretarial and administrative support.
- Developing administrative standard operating procedures, calendar and schedule administration or management, travel and logistics.
- Compiling, developing and reviewing controlled correspondence, presentations and reports.
- Designing and developing an office filing system and editing and assuring high quality work is produced for the Center.
- Receiving and responding to callers on behalf of the organization.

The scored occupational questionnaire will evaluate you on the following competencies; please do not provide a separate written response:
- Ability to write and review correspondence.
- Ability to type 40 words per minute.
- Ability to manage and maintain calendars and the schedules of others.
- Skill in the proficient use of Microsoft Software Suite including Word, Excel, and PPT and other electronic tracking systems.
- Ability to develop, implement and maintain file and correspondence system controls.
- Ability to manage travel records retention for the Center as well as arrange travel and process vouchers.
- Ability to serve as lead and perform office-wide, time keeping functions.
- Ability to order supplies and maintain inventory as well as process/reconcile associated bills using automated systems.
