JOB SUMMARY:

The selectee for this position will serve as an AUDITOR for the NAVAUDSVC HQ WASHINGTON DC. The selectee can be assigned in any of the following Directorates: Energy, Installations, and Environment (EIE); Financial Management and Comptroller (FMC) ; Internal Controls and Investigative Support (ICIS); Manpower and Reserve Affairs (MRA); Research, Development, and Acquisition (RDA).

These positions are located at the Naval Audit Service (NAVAUDSVC) and Field Offices. The mission of the NAVAUDSVC is to carry out the internal audit responsibilities of the Secretary of the Navy by performing internal audits of Department of the Navy (DON) activities, functions, and programs, and issuing audit reports that describe conditions found and recommend corrective actions.

NAVAUDSVC is a forward-thinking organization of approximately 300 plus civilian employees. NAVAUDSVC provides senior leaders in the DON with audit reports to assist Navy and Marine Corps managers in efficiently fulfilling their responsibilities. These audit reports focus on identifying ways to efficiently manage the DON's multibillion dollar budget in order to improve the readiness of the Fleet.

This position has promotion potential to the GS-12 grade. If selected below the full performance level, incumbent may be noncompetitively promoted to the next higher grade level after meeting all regulatory requirements, and upon the recommendation of management. Promotion is neither implied nor guaranteed.

    This is a Financial Management Level I certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. This certification level must be achieved within prescribed timelines.     Must be able to obtain an interim and/or final secret security clearance prior to entrance on duty AND must be able to maintain the required level of clearance while employed in the subject position.     Applicants must meet the following Basic Requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

    Degree in accounting; OR a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

    OR

    Possess a combination of education and experience of at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include ONE of the following: 1) Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; OR 2) A certificate as a Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; OR 3) Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g. 15 semester hours, but does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that: (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; AND (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; AND (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

    In addition to the Basic Requirements for this position, your resume must also demonstrate the following:

    GS-07: One year of specialized experience at or equivalent to the next lower grade level (GS-05) or pay band in the federal service or equivalent experience in the private or public sector researching, gathering, analyzing, and evaluating data using spreadsheets and other analytical tools; and preparing written documents; OR, successfully completed one full year of graduate level education. The graduate education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position; OR, successfully completed a bachelor's degree with superior academic achievement.

    GS-09: One year of specialized experience at or equivalent to the next lower grade level (GS-07) or pay band in the federal service or equivalent experience in the private or public sector that demonstrates experience assisting with auditing activities (e.g., analyzing data to identify trends, composing reports or papers to present findings, participating in briefings.); OR, successfully completed a master's or equivalent graduate degree; OR, successfully completed two full years of progressively higher level graduate education leading to a master's degree. The graduate education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.
