    Status candidates must meet time-in-grade requirements (52 weeks at the next lower grade level).

    Must be able to obtain and maintain a Top Secret/SCI clearance with CNWDI and RD caveats required. A polygraph examination may be a condition to work on certain projects/programs.

    Must consent to and pass pre-employment drug testing and be subject to periodic random drug testing thereafter.

    Courses acceptable for qualifying for this operations research position may have been taken in departments other than Operations Research, eg., Engineering (usually Industrial Engineering), Science, Economics, Mathematics, Statistics, or Management Science.

    Travel in the performance of temporary assignments may be required up to 10% of duty time.

    Performance during non-standard hours and weekends may be required.

    You must have one year Specialized Experience equivalent to the GS-13 level in the Federal service (experience may have been gained in the private/military sector) giving the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position. Experience must be reflected in your resume.

    Specialized experience required for this position is:

    1. Experience in developing technical approaches, identify resources required, and provide guidelines and standards for the planning, development, integration, implementation and evaluation of IT applications and systems that meet organizational requirements and schedules.

    2. Experience in developing metrics to assess performance relative to goals. Implements software development project management processes, tools, templates, and activities to align business practices with government-wide regulations and policies consistent with established "best practices" in the areas of project management and process improvement methodologies.

    3. Experience in mathematical modeling, queueing theory, computer science, and skills that involve application of operations research techniques and methodologies related to system design and other quantitative analysis, to include the theory of probability and statistics.

    4. Experience in developing systems, tools, and applications to support intelligence analysis and production processes, to include specialized knowledge of community standards, commonly used applications and available data sources, critical for establishing aggressive data ingestion schedules to ensure timely and relevant data is constantly provided to support COCOM CWMD planning efforts.

    5. Experience in project management, organizational and interpersonal skills with a proven ability to deal effectively with a broad range of senior officials.

    Substitution of education may not be used in lieu of specialized experience for this grade level.
