Provides technical and subject matter expert support for Operational Test And Evaluation (OT&E) planning, execution, data collection, analysis and reporting for a wide range of C4I systems.

Essential Job Functions:

Develops/reviews the full range of documentation required to support the planning, execution, analysis and reporting associated with OT&E initial and follow-on Test and Evaluation (T&E).

Supports the Government assigned Operational Test Director assigned for the system under test.

Attends OT&E, Developmental T&E, and post-test working group meetings.

Interfaces with senior Navy and DOT&E officials during the conduct of test planning and reviews.

Leverages extensive operational and OT&E expertise and experience across a wide range of C4ISR system test projects.

Provides OT&E analyst support across a wide range of system in various stages of test planning, execution and reporting.
Requirements Due to the sensitivity of customer related requirements, U.S. Citizenship is required.

Minimum of sixteen (16) years total Operational and OT&E test analyst and/or Operational Test Director experience in the Navy OT&E area supporting OT events.

High School/GED plus sixteen (16) years of experience minimum.

Extensive recent experience in the development of Integrated Evaluation Frameworks using COMOPTEVFOR and DOT&E processes.

Experience in developing the Cyber Security Annex to OT&E Test Plans.

Familiarity with contents, preparation and use of acquisition planning and requirements documentation relative to the system lifecycle including: Initial Capabilities Document (ICD), Capability Development Document (CDD), Capability Production Document (CPD), TEMP, Joint Capabilities Documents, Logistics Support Plans and Technical Manuals.

Demonstrated familiarity with the Mission Based Test Design (MBTD) framework and Design of Experiment principles as applied to OT&E test planning and design.

Ability to communicate effectively and clearly present test planning strategies, data plans and test results.

Must be familiar with and have recent experience applying COMOPTEVFOR policies and procedures for drafting test reports, Blue/Gold Sheets for System Evaluation Review Board (SERB) process (using the 6 part paragraph format).

Strong writing skills demonstrated in the preparation of test documentation.

Must possess a current active Secret clearance and be able to obtain and maintain a DoD Top Secret Clearance.

Desired Skills:

Experience participating in the COMOPTEVFOR SERB process.

DAWIA Level I T&E Certification.

Completion of the formal COMOPTEVFOR OTD Course.

Completion of formal MBTD course.

Current Active TS Clearance.

Bachelor Degree.
