The successful candidate for this position will provide expertise in several areas of the budget cycle: Budget Planning, Budget Execution, & also reconciliation. Responsibilities Develop/forecasting annual budgetsTrack/analyze funds obligations against spend plans and resolve budgetary imbalancesMaintain auditable records and back-up documentationUtilize the DoD Financial Management Regulation and Defense Finance and Accounting Services (DFAS)-Indianapolis Regulation 37-1Research and reconcile current and prior year funds budget discrepanciesResolve negative un-liquidated obligation reports, zero obligation, and other billing correctionsComplete Program Objective Memorandums (POM) documentsComplete DOD procurement forms (called P-Forms)Research, develop, test, and process evaluation forms (called R-Forms), as well as operations and maintenance forms (called O-forms)Apply working knowledge of budget processes: controls, justification and defense, and funds releaseApply working knowledge of fund control execution and adjustment to prepare associated reportsApply working knowledge when researching and resolving issues with aged unliquidated obligationsApply working knowledge of advanced MS Excel spreadsheet techniques to support budget development, execution tracking, and spend plan development (ie, pivot tables, Macros, validation look-ups, etc.) to provide analytical detailApply working knowledge of DoD overarching acquisition strategy as they relate to the Planning, Programming, Budget and Execution (PPBE) processApply working knowledge of contract and modification actions (ie, lines of accounting, contract line item numbers, etc.) Qualifications 24 months of relevant work experience in federal budget planning, execution and reconciliationcompleted course covering fiscal law (comptrollers fiscal law or equivalent DoD budget systems (Standard Operation and Maintenance Army Research and Development System (SOMARDS) and General Fund Enterprise Business System (GFEBS)Working knowledge of government Federal budget process (Formulation, Congressional Action, Execution, Audit)Beneficial QualificationsBachelor's Degree in any field (Business, Finance, Accounting or Economics desired)Certifications: Certified Government Financial Manager (CGFM), Certified Defense Financial Manager (CDFM)
