Every day, our Management and Program Analysts analyze major administrative aspects of substantive mission-oriented programs and use their skills to improve productivity and increase the quality of the work directed.

This position of MANAGEMENT AND PROGRAM ANALYST starts at a salary of $54,972 GS-09 Step 01 grade level, with promotion potential to$103,639 GS-12 Step 10 grade level.

    GS-09: You qualify at the GS-09 level if you possess one (1) year of specialized experience, which is equivalent to the GS-07 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties:
    • Providing assistance to higher graded analysts in analyzing data from a variety of sources to develop trends, patterns and studies.
    • Providing assistance to higher graded analysts by developing background information for studies.
    • Following established methods and procedures or detailed instructions.
    • Carrying out specified portions or segments of specific projects; identifying and recommending solutions to problems. OR
    • To qualify based on the substitution of education for the specialized experience you must possess a Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or an LL.B. or JD. (Transcripts Required) OR To qualify based on a combination of education and specialized experience, you must possess a combination of graduate level education beyond the first year of progressive graduate study and appropriate experience (as described above) that together meet the qualification requirements of this position (Transcripts Required).
    GS-11: In Addition to the requirements at the lower grade level(s), to qualify at the GS-11 level if you possess one (1) year of specialized experience, which is equivalent to the GS-09 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties:
    • Gathering, reviewing, verifying and consolidating information and statistical data.
    • Analyzing data from a variety of sources to develop trends, patterns and studies.
    • Conducting detailed analyses of complex functions and work processes.
    • Supporting the evaluation and interpretation of policies and recommending actions to achieve program objectives and improvements. OR
    • To qualify based on the substitution of education for the specialized experience you must possess doctoral degree (PhD or equivalent degree) or three full years of progressively higher-level graduate education leading to such a degree in any field, or L.L.M. If related for experience at the GS-11 grade-level or such education must have been obtained in an accredited college or university and demonstrate knowledge, skills, and abilities to do the work of this position. Check with your school to determine how many credit hours comprise three years of graduate study. If that information is not available, use 54 semester or 81 quarter hours.
    GS-12: In Addition to the requirements at the lower grade level(s), to qualify at the GS-12 level if you possess one (1) year of specialized experience, which is equivalent to the GS-11 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties:
    • Conducting studies, analyzing findings and making recommendations on program operations.
    • Conducting detailed analyses of complex functions and work processes, using qualitative and quantitative analytical techniques to assess factual or procedural issues related to management processes.
    • Supporting the development and evaluation of policies and recommending actions to achieve program objectives and improvements.
    • Evaluating the effectiveness of programs and operations and the productivity and efficiency of management.
