Oversees Comprehensive Plan monitoring and quantification process for land use and transportation studies. Manages the preparation and submission of county employment forecasts to the Metropolitan Washington Council of Governments (MWCOG) regional planning consortium. Directs the execution of Comprehensive Plan amendments, including policy and major land use studies. Prepares and reviews a variety of written materials including white papers on regional and growth issues and public hearing items. Coordinates with other county agencies, interest groups and other jurisdictions; represents the county on MWCOG committees, and other local and regional groups. Attends meetings and makes formal presentations before the Board of Supervisors, Planning Commission and other appointed bodies and community groups.Employment Standards MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to graduation from an accredited four-year college or university in a planning-related field: plus five years of experience in a planning-related field (preferably in the specific area of assignment). A master's degree may be substituted for one year of the required experience. The years of experience should include a minimum of three years of experience in the specific area of assignment, e.g., zoning evaluation, zoning administration, zoning enforcement, public facility, environmental and/or land use planning.
Demonstrated project management and leadership ability. Professional experience in long-range planning, especially for transit-oriented development and redevelopment/revitalization in mixed use centers of suburban and emerging urban areas. Knowledge of urban design principles. Ability to use personal computer for GIS and design applications. Excellent oral and written communication skills. Extensive public agency experience. Participation in population and employment cooperative forecasting. Professional experience in quantitative and qualitative analyses with a public planning agency; experience creating relational databases utilizing Microsoft's Office Suite, ArcGIS and other applicable software.
Position is primarily sedentary. Employee may be required to do some walking, standing, bending and carrying of items under 15 pounds in weight with or without reasonable accommodations.
