Graduation from an accredited college or university with a Bachelor's Degree in Accounting, Business Administration, Computer Science or a related field with some technical writing and computer science, information system/technology work and a minimum of six (6) years experience. Must have considerable progressively responsible experience in the government or commercial accounting arenas, with the analysis and development of automated financial systems. Must have at least four (4) or more years of experience in one or more of the following: PeopleSoft Financial System 8.8 or higher, PeopleSoft Enterprise Performance Management (EPM) System 9.0 or higher, PeopleSoft Payroll System 8.8 or higher, Cognos BI 8.3 or higher.
Ability to satisfactorily complete the medical examination for this position. Must be able to perform the essential functions of this particular position either with or without reasonable accommodation(s).
This is a highly technical, professional application software and hardware work in support of the Office of Accounting’s (ACCT) financial information and client/server computer environments. This work involves the extensive use of PeopleSoft Financial System, PeopleSoft Enterprise Performance Management (EPM) System, PeopleSoft Payroll System, Cognos Business Intelligence (BI), HTML, Coldfusion, SQL Server, Ascential, WebWorks, PS Query, Nvision Reports, Crystal Reports and Windows (NT) server administration, as well as interfaces from Maximo, and various legacy in-house developed or modified systems. Analyst must be able to design, code/write, install, document, maintain, troubleshoot, monitor, and debug application software and hardware. Analyst must have a knowledge of accounting, finance and payroll principles, standards, policies and procedures. Analyst is responsible for accounting, financial reporting and system analysis work for all areas within ACCT, including developing uniform accounting and system policies and procedures to meet professional accounting quality standards of the transit industry as applicable to the requirements of the Authority.
Serves as project leader on major projects. Provides coordination and monitoring of major system development or enhancement/replacement projects. Prepares project status and progress reports.
Troubleshoots production-level problems with security roles and permission lists affecting PeopleSoft’s financial, payroll and ERP systems.
Performs data analysis, structured analysis, structured design and writes programming specifications using system development methodologies.
Provides technical assistance and user support in all areas whether LAN or PC based.
Assists management in selection or determination of best financial system alternatives for ACCT and the Authority.
Serves as coordinator with overall technical responsibility for designated areas within ACCT (general ledger, accounts payable, accounts receivable, or payroll) and for contracted-out projects.
Responsible for monthly and annual financial close of the general ledger, transfers of payroll data to the general ledger, 1099 reporting, resolution to complex system problems and/or system debugging, analysis of system generated financial information.
Responsible for the development, design and/or modification of allocations, trees, tables, cubes, statistical journals, application engine processes, and varied other processes necessary to make improvements to the system. These improvements may be structural changes which improve the usability, maintainability and/or efficiency of the systems.
Performs data-base design, and produces large-scale logical and physical data-base designs. The Oracle SQL7 design must include entity-relation models, normalization, conceptual data models and physical design.
Performs programming in implementing all or major portions of new Accounting applications systems in PeopleSoft SQR, People Code, People Tools, PSQuery or SQL.
Routinely handles internal Applications Branch technical support requirements. Examples include installation and customization of specialized software, and staff training and technical assistance in topics such as PeopleSoft Financials 8.8, PSQuery, Nvision Reports, Crystal Reports 9.0, and various specialized software products.
