The IT Change Manager reports to the Senior Project Engineer/Cross-Functional Teams Manager and will be responsible for leading, managing and coordinating all IT changes across the Federal Agency’s IT enterprise. Specifically the IT Change Manager will ensure close coordination with Federal Customer stakeholders, service providers, vendors, and the program team in performing change management activities. 

 

The IT Change Manager will support the Senior Project Engineer/Cross-Functional Teams Manager, Technical PIVOT Coordinators (TPCs) and the Asset/Configuration Manager with strategic and tactical change management, integration management, transition management, risk and communications management for end-to-end services/products as well as updates to approved configuration baselines.

 

Leads and coordinates technical baseline updates and changes to the Federal Agency’s enterprise IT baseline.

 

Develops, updates and maintains change management processes/procedures as well as change management plans/documentation in coordination with Federal Customer Stakeholders, service providers, vendors and the program team.

 

Conducts change impact and readiness assessments, monitors and evaluates effectiveness of change activities/engagements.

 

Collaborates and develops innovative methodologies/processes to continuously, efficiently and promptly handle and manage changes in the Federal Agency’s IT environment.

 

Coordinates and facilitates the activities of the Configuration Control Board (CCB) to include coordinating and scheduling CCB meetings, documenting change requests, tracking and following up on CCB actions, working with CCB action item owners to timely close actions and escalating issues as necessary to senior management.

 

Monitors and reports unauthorized, rejected, cancelled, emergency and successful changes per established Federal Customer/program business rhythms.

Education 1. Bachelors Degree in Computer Science, Engineering or a related technical discipline, or the equivalent combination of education, technical training, or work/military experience.

2. Certifications - ITILv3, CCMP

Qualifications i) 8 - 10 years of Information Technology (IT), systems engineering or related technical discipline experience

ii) 5 - 7 years experience as a Senior IT Change Manager, leading, coordinating and directing change management in a Federal Agency IT environment

iii) Successful coordination, leading and management of critical end-to-end enterprise system changes

iv) Successful coordination and management of the incorporation of new services and products into an established enterprise baseline

v) Demonstrated hands-on experience developing and managing change management plans/procedures and engagements across multiple stakeholders/vendors

vi) Experience leading, facilitating and coordinating activities/engagements of Change Control Boards (CCB), Change Advisory Boards (CAB) and other change management governance boards.

vii) Hands-on experience and knowledge of process development and management

viii) Experience identifying inefficient change management practices and developing best practice solutions.

ix) Experience providing technical supervision and leadership to system engineers, project engineers/managers, configuration analysts/managers, service providers and vendors

x) Knowledge, experience and understanding of VDI solutioning, Cloud Solutions and ITSM tool of records (ServiceNow preferred)

xi) Hands-on with ITILv3 and ITOM best practices
