JOB SUMMARY:

About the Position:
The incumbent of this position will serve as an IT Specialist (SYSANALYSIS/PLCYPLN) for the Department of Army Review Boards Agency (ARBA). The Army Review Boards Agency, on behalf of the Secretary of the Army, serves as the highest administrative level for review of personnel actions taken by lower levels of the Army and administers 15 boards, and provides oversight of the Army Corrections System (Army prison system) and law enforcement.

*This position is a TERM position. It is time-limited and may be extended up to a maximum of six years.  This position may be converted to a permanent career or career-conditional appointment without further competition as long as all requirements are met. To be eligible for conversion, employee must complete at least two years of current continuous service under a term appointment in the competitive service AND employee must have a current performance rating under such term appointment of at least fully successful or equivalent.

Basic Requirement:

Individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Experience required: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience.

To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: Conducting high-level technical analyses of the functional and management aspects of IT programs and projects; Mastery in applying analytical and evaluative methods and techniques to a broad range of Information Technology functional areas related to quality practices, process mapping and process improvement. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12)

You will be evaluated on the basis of your level of competency (knowledge, skills, abilities) in the following areas:

  • Ability to perform technical IT program analysis and development
  • Knowledge of information technology policy and planning
  • Skill in performing program management functions
  • Skill communicating orally
  • Skill communicating in writing
