The Information Technology (IT) Modernisation (ITM) project will transform the way IT services are provided to users across the NATO enterprise, including the NATO Command Structure (NCS), the NATO Headquarters (NHQ), elements of the NATO Force Structure and NATO agencies. This will be achieved by modernizing, consolidating, and centralizing the infrastructure and service management, and by pooling and abstracting resources. In turn, this will allow an enterprise perspective to be taken, and services to be delivered according to standard and measureable service level agreements, offering a higher quality, more flexible, resilient, and secure set of services at significantly lower costs to the user community. Principal Duties and ResponsibilitiesThe ISP/OSP (Inside Plan/Outside Plant) PM (Project Manager) functions in a supervisory capacity, performing oversight, scheduling, resource planning, budget management, and quality control, for the installation and integration of IT communication nodes or network operations centers by gathering data for engineering, design, installation, testing, and documentation of IT systems with a focus in aerial, underground, and buried fiber optic and multi-pair cable distribution systems. This position requires periodic travel to CONUS and OCONUS locations. Although this position predominantly involves field work, it will also require completion of administrative tasks as required by project leadership. Based on experience, skill level, and project needs, there is a potential for this position to move over into more complex field data collection and high level project management. With minimal supervision, performs functions requiring technical knowledge utilizing electronic applications, processes, standards and document control processes/procedures for the purpose of creating or modifying deliverables. Evaluates methods used to accomplish the drafting and/or design activities. Interface and collaborate with clients, site or government representatives, Information Management Officers, Communications Officers, Engineers, Drafters, Subject Matter Experts, Facility Managers, Site Managers, and third party contractors. Possibility of up to 50% travel. Additional responsibilities include:
- Provide technical, administrative, and operational leadership to assigned task(s), including contract and subcontractor management.Supervise assigned staff.Participate in the development and management of technical project plans, proposals, reports, and task order and administrative reporting.May also perform high level technical services on assigned task(s).Conduct planning and provides recommendations to client on task workload.Attend customer meetings and may serve as primary client liaison.Interact with vendors, other agencies, and other client staff on behalf of the client.Coordinate development of deliverables and products.Ensure quality assurance of project deliverables.Maintain current knowledge of relevant technology as assigned.Participate in special projects as required.
