JOB SUMMARY:

    To qualify at the GS-13 level, applicant must possess at least one year of specialized experience equivalent to the next lower grade level (GS-12 or equivalent) in the Federal sector. Specialized experience includes: Demonstrated experience utilizing the full range of Federal environmental laws which require agency compliance; initiating and running necessary environmental compliance projects such as developing required NEPA documentation; and working with Federal environmental law compliance projects of interest initiated by other offices.

    Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

    National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.     The necessary Knowledge, Skills, and Abilities to perform this job are:

    1. Knowledge of Federal environmental laws with particular emphasis on NEPA, ESA, MMPA, MBTA, CZMA. NHPA, NHLPA, CWA and Magnuson-Stevens.
    2. Knowledge of the statutory requirements, legislative history, implementing regulations, compliance standards, and revelant court decisions of each act.
    3. Knowledge in contract oversight including developing statements of work, evaluating proposals, and estimated and evaluation costs.
    4. Knowledge of NEPA compliance in order to earn and maintain a NEPA warrant.

Best-Qualified: Applicants possessing experience that substantially exceeds the minimum qualifications of the position and demonstrate high proficiency in all of the critical competencies, including all Selective Placement Factors (SPF) and appropriate Quality Ranking Factors (QRF) as determined by the job analysis.
