JOB SUMMARY:

The selectee for this position will serve as a Cyber Capability Developer supporting U.S. Cyber Command Cyber Mission Forces. The Cyber Mission Forces support Combatant Commands by generating integrated cyberspace effects in support of operational plans and contingency operations. The position is located in the Navy Cyber Warfare Development Group in Fort Meade, MD.

    Superior Qualifications appointment, Recruitment, Relocation and Retention incentives, and/or Student Loan Repayment Program may be authorized in accordance with applicable regulations and available command funding and may require a service agreement.

    The incumbent must be eligible to obtain and maintain a Top Secret/SCI security clearance with access to Sensitive Compartmented Information.

    A successfully completed Counterintelligence (CI) scope polygraph examination with No Deception (ND) is required.

    Occasional CONUS and OCONUS travel, less than 10%, may be required; the incumbent must be eligible for a passport.

    Occasional evening/weekend work is required.

    Successful completion of a pre-employment drug test is required. A tentative offer of employment will be rescinded if the applicant fails to report to the scheduled drug test appointment. Incumbents of drug testing designated positions will be subject to random testing. Drug test results will be provided to the employing activity/command.

    Must be able to obtain an interim and/or final (e.g., confidential/secret/top secret, etc.) security clearance prior to entrance on duty AND must be able to maintain the required level of clearance while employed in the subject position. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

    Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

    BASIC REQUIREMENTS: All applicants must meet the basic requirements in order to qualify for this position.

    Bachelor's or higher degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.

    Evaluation of Education:
    Applicants should have sufficient knowledge to understand the fundamental concepts and techniques of computer science. Courses designed to provide an introduction to computer science techniques and methodologies, to problems of system design, and to other specialized fields are acceptable. Courses or experience in teaching elementary, business, or shop mathematics are not acceptable.

    Applications will be accepted from students who expect to complete qualifying education within 9 months from the date of application.     SPECIALIZED EXPERIENCE: In addition to the Basic Requirements, in order to qualify for this position, your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower grade level or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position, and is typically in or related to the work of the position. Specialized experience must demonstrate the following:

    FOR GS-07 (one year of specialized experience equivalent to GS-05):
    • Modifying or developing small software routines and scripts with basic functionality for use in larger software code.
    • With supervision, conducting penetration testing and vulnerability assessments.
    • Performing basic software testing procedures, code verification and validation.
    • Performing software coding using some of the following languages: C, C++, C#, Objective C, Perl, Python, Java, JavaScript.
    FOR GS-09 (one year of specialized experience equivalent to GS-07):
    • Modifying or developing small software routines and scripts with basic functionality for use in larger software code.
    • Assisting with penetration testing and vulnerability assessments.
    • Using C, C++, C#, Objective C, Perl, Python, Java, JavaScript and/or assembly language to develop and maintain custom code within a given project.
    • Applying software testing theory to code written under the supervision of a technical lead.
    • Performing analysis and reverse engineering of source code.
    SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Applicants may substitute the following directly-related education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position:

    GS-07: 1 year of directly-related graduate-level education or Superior Academic Achievement (S.A.A.) in undergraduate degree.

    S.A.A. is based on (1) class standing, (2) grade-point average, or (3) honor society membership.
    1. Class standing -- Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses.
    2. Grade-point average (G.P.A.) -- Applicants must have a grade-point average of:
    • 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or
    • 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.
    Grade-point averages are to be rounded to one decimal place. For example, 2.95 will round to 3.0 and 2.94 will round to 2.9.

    GS-09: 2 years of progressively higher level directly-related graduate education leading to a master's degree or master's or equivalent graduate degree.

    COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of directly-related education and experience may be used to meet the total qualification requirements.

    POSITIVE EDUCATION REQUIREMENTS: This position has a Positive Education Requirement. In order to verify that you meet the positive education qualifications for this position, you must submit a complete copy of your transcripts or an itemized list of college courses which includes equivalent information from the transcript (Course title, semester/ quarter hours and grade). Failure to provide this information will result in an ineligible rating.
