The USPS OIG is seeking a highly qualified applicant to fill our Human Resources Manager, Classification/Recruitment and Placement, Manager Band position in the located in Arlington, VA. The successful candidate will provide leadership in support of functional areas including Classification, Recruitment, Complement and Placement.

Candidates will be evaluated on the skills that they possess that are directly related to the duties of the position and the experience, education and training that indicate the applicant's ability to acquire the particular knowledge and skills needed to perform the duties of the position. Only those candidates who meet all qualification and eligibility requirements and who submit the required information by 11:59 PM EST on09/20/2017 will be considered.

The USPS OIG uses a Pay Banding system, which is equivalent to the Federal GS scale. Grade and salary determinations will be made based upon a candidate's education and professional experience.

This position is being advertised at the Manager Band level, equivalent to a GS-14. The salary range for this position is $118,375 - $151,984. The salary figures include locality pay.

    You must have the experience, knowledge and skills as listed in EACH of the evaluation factors. Failure to demonstrate that you meet all of the evaluation factor requirements as listed below will result in a score of zero (0); an ineligible status, and you will not be referred for further consideration. Include your major accomplishments relevant to the position requirements in your resume.

    1. Knowledge of Human Resources regulations, policies and procedures particularly those relating to Classification, Recruitment and Placement and Complement.
    2. Demonstrated skill in managing, interpreting and advising on a variety of Human Resources issues.
    3. Demonstrated ability to research, analyze and resolve complex Human Resources problems and issues.
    4. Ability to supervise a diverse staff, motivate employees, and provide unparalleled customer service.
    5. Ability to effectively communicate, both orally and in writing with staff and management officials.

    MINIMUM QUALIFICATIONS:

    You must meet ALL of the minimum qualifications listed below.
    • Applicant must posses a degree from an accredited college or university and 4 years of related professional Human Resources experience in Staffing and Recruitment
    OR
    • At least 6 years of related professional Human Resources experience in Staffing and Recruitment
    OR
    • A combination of both education and Human Resources experience in Staffing and Recruitment
    AND
    • Previous supervisory experience

    DESIRABLE QUALIFICATIONS:
    • Degree in Human Resources
    • HR Certification, i.e. SHRM CP or SCP, PHR/SPHR, HRI Certification, USDA Graduate School HR Certification, HRIS HR Certification, etc.
    • Additional Human Resources experience in Benefits, Retirement, OWCP, etc.
    • Knowledge of United States Postal Service personnel guidelines
