The Office of Housing provides vital public services through its nationally administered programs. It oversees the Federal Housing Administration (FHA), the largest mortgage insurer in the world, and regulates important parts of the housing industry. The Office of Housing also helps ensure consumers can access housing counseling and provides affordable rental housing through its Multifamily housing program. The Office of Housing is committed to helping all Americans obtain safe, decent affordable housing.

The Office of Risk Management and Regulatory Affairs was established by Congress on July 28, 2010 under the Federal Housing Administration. The purpose of the office is to cultivate, optimize and execute risk management strategies by identifying risks, ensuring regulated compliance is met, and promoting a risk-conscious climate in a manner consistent with the mission and vision of the Federal Housing Administration. The Office of Risk Management provides independent assessments of emerging and existing risks, communicates substantiated evaluation of risks, as well as recommends risk management strategies and risk mitigation tactics to FHA, its partners, customers and constituents in order to strengthen consumer confidence in the Federal Housing Administration Programs, while increasing capital reserves.

    Specialized experience:For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes:

    - Identifying and defining actuarial problems (i.e. identifying and evaluating alternative solutions, selecting the best solution and documenting the rationale for it, applying the selected solution to obtain results, evaluating the accuracy and reliability of the results, and/or presenting the results to senior officials including concise statements of accuracy and reliability); AND

    - Interpreting and applying laws, regulations, and policies to actuarial problems; AND

    - Defining and evaluating the advantages and disadvantages of program and policy alternatives to develop recommendations for change; AND

    -Developing and delivering oral and written presentations on actuarial issues.

    Education Requirements:

    A bachelor's degree that included courses in actuarial science, mathematics, relevant statistics, business, finance, economics, insurance, or computer science totaling at least 24 semester hours. This course work must have included a minimum of 12 semester hours of mathematics that included differential and integral calculus and one or more courses in mathematics for which these calculus courses were prerequisites.

    Combination of education and experience that includes both of the following requirements:

    - Technical work experience in actuarial support work or in mathematics; AND
    - Completion of a minimum of 24 semester hours of courses in actuarial science, mathematics, relevant statistics, business, finance, economics, insurance, or computer science at a four year college or university. This course work must have included a minimum of 12 semester hours of mathematics that included differential and integral calculus and one or more courses in mathematics for which these calculus courses were prerequisites.

    The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.

    If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the OPM instructions.

    The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.     CONDITIONS OF EMPLOYMENT:
    - A one year probationary period may be required.

    HUD employees are prohibited under Section 7501.104, 5 Code of Federal Regulations from directly or indirectly owning, acquiring, or receiving:
    - Federal Housing Authority debentures or certificate of claim;
    - Financial interest in a project, including any single family dwelling or unit subsidized by HUD, or which is subject to a note or mortgage insured by HUD;
    - Section 8 subsidies to or on behalf of a tenant of property you, your spouse, or a dependent child owns.

    The following are exceptions to the Section 8 prohibition:
    - The employee, or the employee's spouse or minor child acquires, without specific intent as through inheritance, a property in which a tenant receiving such a subsidy already resides;
    - The tenant receiving such a subsidy lived in the rental property before the employee worked for the Department;
    - The tenant receiving such a subsidy is a parent, child, grandchild, or sibling of the employee;
    - The employee's, or the employee's spouse or minor child's, rental property has an incumbent tenant who has not previously received such a subsidy and becomes the beneficiary thereof; or
    - The location of the rental property is in a Presidentially declared emergency or natural disaster area and the employee receives prior written approval from an agency designee.
